Road Paving of Puli Alam city area: This area will consist of the interior roads within and around the city; approximately 20 Km.

Project Goals

Reason for Project: To provide improved access and traffic capability in Puli-Alam City. This construction will enhance commerce between local communities in Puli-Alam.

 Desired Project Effects: Sustain and improve relations with the local community and government. Increase security in the district. The response time for emergencies will be reduced.

 Measurable Effects: Increase traffic in the district. Increased wealth and commerce. Increased standard of living for local Afghans. Increased security. This road will serve Puli-Alam City residents.

14 FEB 2011--TF THUNDER SUBMITTED A DD250 FOR FINAL PAYMENT AND CLOSES THE PROJECT.

3 FEB 2011--TF THUNDER IS MAKING ARRANGEMENTS TO CONDUCT FINAL INSPECTION AND FINAL PAYMENT FOR PROJECT

7 JAN 2011 USACE Added photos from the latest update meeting on 1-6-2011, the contractor is expecting to be 100% complete on 1-15-2011 and is currently in the process of cleaning out all drainage areas. 

Dec 1 2010 A new ADR, TOA Pay Agent Memo, and TOA PPO/COR Memo have been uploaded on to CIDNE showing the TOA from TF Raptor to TF Thunder.

 

 Nov 29 2010 ADD FORM 250 (Material Inspection and Recieving Report) was submitted to contracting along with invoices showing completion of milestones completed for August 2010, September 2010, and October 2010 IAW Milestone Chart for the project. 

Oct 29 2010 Contractor states that all roads are either paved or compacted according to contract. The roads that are compacted still need asphalt but since the last 2 invoices that were submitted have not been cleared by the bank for the contractor to withdraw payment, he is unable to purches the remaining asphalt. This is stopping him from completing the remainder of the project, do to lsck of funds, and is costing him money on a daily business for rental of equipment and possible damage to compacted roads. Contractor asks that PM to notify Finance to inquire upon the funds. The PM has notified Finance on his behalf. Pictures of current progress have been uploaded into the media section in this project report. 

Sep 14 2010 Contractor would like to change his bank info due to the troubles with the Bank of Kabul. 

Aug 11 2010 Aerial Recon on 6 AUG with PRT ENG and CPT Song, took pictures and surveyed the work.

Jun 7 2010 Attendees: CPT Song, Tracy Brunson (PRT Engineer), 2x Representatives from GACC

Work began on 22MAY (The day the contract modification was official) Asphalt Work began on 05JUN

-Masonry stones imported from the Tangi-Wardak Region (stones from that area are of high quality and renown throughout the region). 

-Approximately 72% complete

-Construction of Drainage is the limiting factor (asphalt work is very short). It is slow in construction and requires intensive amount of supplies and labor.

-As far as corruption, it used to be an issue, but the contractor has managed it himself and does not need any assistance.

-Currently 200-240 PAX are working on the project (most for the local area) -30 PAX are on staff for the asphalt

Apr 5 2010 Current Progress /Issues Contractor claims that 70% of the road is complete Contractor has received 55.9% of the total payment for the project (does not include invoice #8) Contractor stopped work on 10DEC2oo9 due to temperature and weather. Contractor will begin work again once the amendment issues have been fixed and he has received a letter to proceed. We do not have a copy of 100% Design Submittal, Technical Specifications and Design Analyses. We need these documents in order to solve the current issues with the project 

Mar 27 2010 Meet with the contractor 24 MAR 10, the contractor stated that he has not received EFT payment for the milestones of 30- 40 percent of work complete. I provided the EFT paper work to CPT Reel to investigate the reason for non payment.

Sep 6 2009 Currently this road project has 1KM paved and approximately 40% of the leveling and grating work completed in the PEA City Streets portion. The contractor has also started work on the masonry curbs and water channeling systems. He also anticipates having the PEA city streets paved by winter. He will start work on the section of road going out to Babus village in the spring after the snow melts. 

Dec 18 2009 Contractor has laid all primary city roads with a leveling course of asphalt. Mar 7 2010 Meeting Regularly with Contractor but due to freezing temptature and snow, all major work has been suspended. Minor work work such as crushing and sewer cleaning will continue. Mar 18 2010 Last QAQC visit was on 22 Nov 09. The contractor reports being 60 percent complete. The majority of the base coat paving has been completed and the majority of work is now being done on the wear coat and sections around culverts. 

Oct 4 2009 Visited as of 4 OCT 2009. USACE engineer reports work being done on stone masonry culverts as well as more sub base work on side streets. The Mayor and the Governor are still trying to interfere with the contractors work according to the contractor. He said the hard part with the culverts is almost complete, and then paving should go quickly, and still expects to be finished with the city streets by the winter.

 

Mar 20 2009 Project currently being rebid. 

Who: The contractor need a statement that approves of the recent changes to contract.

What: Increase the number of culverts in the city streets

when: During the original contract the culverts in the city streets where not mentioned.

where: In the Pul-e-Alam city limits only

Why: The contractor noticed their needed to more culverts place in the Pul-e-Alam city area to prevent the roads from washing out prematurely. The Governor is aware of the situation, Contracting MAJ Hoff is aware the contractor wants to shorten the road construction to emplace more culverts at no increase cost, the contractor wants a letter from contracting and the Governor stating the new changes are good and he can continue to build the roads.
