Project Description

Improve an 8K section of dirt road by placing gravel on it as part of a labor intensive District winter work program, Zormat District, Sar Mast Kheyl Village to Menjawar Village

Project Goals

Reason for Project: Create temporary labor intensive employment for the people of the Zormat District. Improve an 8k section of dirt road from Sar Mast Kheyl Village to Menjawar Village that is critical to strengthening the linkage and access between the Zormat District Center and outlying areas. Improving trafficability to these areas would strengthen local governance. The reduced travel time from the Zormat District Center and neighboring districts/provinces will also support economic activity. This project will create temporary employment opportunities during the winter and early spring months in communities that are located in an increasingly insurgency prone area, contributing to stability. This 8K section of dirt road is the most direct route that links the Zormat Bazaar to the Rohani Baba Shrine. This road is in poor shape. Repairing and converting this old existing dirt road to gravel will ensure the villagers of central Zormat District have a reliable road to enter and exit their villages. The new gravel road is vital for the approximately 50,000 villagers living in area because it will become one of the few improved east/west roads linking the Zormat Bazaar to eastern villages of the Zormat District. In addition, this project will provide improved access to the Rohani Baba Shrine. This Shrine is an area cultural destination. Thousands of people visit the Shrine every year. Currently there is an active 1-61 CAV CERP cultural facility improvement project located at the Shrine (CERP# 8091-22514). 

Desired Project Effects: Create temporary labor intensive employment during the winter and early spring months, support economic activity, sustain and improve relations with local community and government. Counter AAF IO. Reduce the response time for emergency response personnel and increase security in the Zormat District. This road will serve approximately 50,000 local people and countless others traveling through the area and to the Shrine.

Measurable Effects: Increased traffic, fewer traffic accidents, and an increase in commerce, wealth and standard of living for the people of the Zormat District. Increased security for the local government and people of the Zormat District. Less influence in the area by AAF.

 Comments: Winter Work Program, Dir. of RRD requested the project. Trucks will bring gravel in and dump it on the existing dirt road. Locals will spread the gravel on the road and hand tap it down. The road services approximately 50,000 local people. The project will employ at a minimum 200 people for 60 days of work. Contracters should consider and plan for security when bidding on the project and executing the project.

Each day of work the contractor must employ at a minimum 200 individual workers. A minimum of 80% of the workers must be from the vicinity (within 10K) of the project. Each day that work is performed on the project, workers must actively work to complete the project. A work day is defined as eight hours of work. A day by day record must be kept for the duration of the project indicating the number and identity of individuals working on the project. At a minimum the day by day record will include the individuals name, signature/mark, location of individuals residence, contact phone number and ink/thumb print. This record will be immediately available, upon request, to PRT/contract personnel. A final record will be presented to the PRT /contract personnel upon the conclusion of the project. All individuals working on the project must be available for BAT analysis at anytime during the work day. The minimum compensation for a days work, per individual will be equal to $5.00 USD. Workers will be compensated for their work on the day they work. The contractor will complete a written receipt, endorsed by the worker as proof of compensation. A digital photo will be taken of each individual receiving their daily compensation. Worker receipt records and photos will be immediately available, upon request, to PRT/contract personnel. A final receipt record and digital photo achieve of workers receiving their compensation will be presented to the PRT /contract personnel upon the conclusion of the project. 

The RRD Director, sub-governor and any of their designated representatives, will have the authorization to ensure a minimum of 80% of the workers are from the vicinity of the project and they are earning at a minimum the per day compensation rate.

Results

Project terminated for performance, contractor received $61,100 of $122,200. Remaining $61,100 to be de-committed.
