This incident took place during a CONOP. The man was clearly distraught as his goat flock has suffered in the past several years. This is meant to be a small amount of compensation for Mr. Ullahs loss.

4700 AFA (100.00 US) was paid out on 25 Dec 2011 to Mr. Ullah for his lost goat.
