Project Description
On or about 2 November 2009 in the village of Qulcha Bazaar, Dehrawod District, Oruzgan province. A truck and trailer owned by Haji Abdul Hamid, containing clothes and other commodities owned by the merchants listed below, was destroyed by bombs dropped from US aircraft. The event was verified by the Bakhtoo police. The merchant's produced paperwork as proof of goods purchased. They also received a signed confirmation letter from their Shura and produced correspondence from the Kandahar Provincial government's office verifying their claims. The allegation was independently verified through Air Force channels that US Air Assets were operating in the area and that they had dropped ordnance. Twelve villagers received payments for destroyed property.
Project Goals
The CERP battle damage payment is not an admission of legal liability or fault. Rather, these payments are gestures made by the US Armed Forces to express condolence to individuals and families. It is meant as a symbolic gesture and not as compensation for a loss. Comments: The below list contains the name of the merchants who had items on the truck along with the amount of the battle damage paid for each merchant: Kalak Dad ($2,080.00), Mullah Asdullah ($1,980.00), Haji Mohammed Nabi ($1,250.00), Abdul Kareem ($1,040.00), Darwan Sahib Jan ($2,080.00), Abdul Jabor ($2,150.00), Noor Aka ($2,097.00), Haji Abdul Rahman ($2,200.00), Mohammed Daud ($2,200.00), Haji Mohammed Sherif ($2,200.00), Haji Khan ($1,250.00), Mohammed Yunice ($2,200.00), Total $22,727.00.
Results
Battle damage payments were made to twelve merchants for the destroyed goods they had in a truck involved in a air strike. The payments totaled $22,727.00. There was $4,400.00 remaining on the PR&C that was returned to the Disbursing Officer.
