Project Description

Provide all infrastructure necessary to supply and build 4.7 km of asphalt surfaced streets and concrete gutters

Project Goals

Reason for Project:This project will provide access to the existing Laghman Teachers Training College, and Mehtar Lam Hospital, Tuberculosis Clinic, and urban areas. Improvement of the existing dirt track and asphalt paving will improve access to essential government, medical, and educational facilities for the people of Mehtar Lam city and Laghman province. Desired Project Effects: Provide sustainable transportation for the people of Laghman province to access critical government, medical, and educational facilities. A reliable, safe, paved access road will allow access by the people of Laghman to critical facilities and access by fire, medical, and police emergency services personnel to the city of Mehtar Lam and Laghman province. Provision of the infrastructure to support governance and access to medical and educational facilities will undermine the root causes of insurgency.Measurable Effects:Improvement of the existing dirt track and asphalt paving will improve access to essential government, medical, and educational facilities for the people of Mehtar Lam city and Laghman province Comments: PM: Lt David Thomander

Updates

Dec 10 2009 Issue: GIRoA sold government land to an unknown organization/individual who is constructing a structure in the middle of the road by the old UNAMA compound. Feb 23 2010 Construction is on going. The one structure on this project has been completed, that was a wash structure on road A1. The contractor has begun the final steps to completing this project which included construction of all side drainages for each of the new roads being built. Mar 13 2010 -\\ Weekly Report. Contractor provided two copies of the weekly report. Capt. Stapler signed one copy and returned this copy to the contractor. \\

-\\ Maintenance Issues. The contractor stated that he is having difficulty keeping the roads, shoulders and drainage canals clean as people keep on dumping their garbage from their home in the street. The contractor also has photos of a homeowner that removed shoulder material from the street for their own personal use. \\

-\\ Drainage and Shoulder work. Capt. Stapler told the contractor that he talked with contracting on the issue of drainage and shoulder work. Capt. Stapler reiterated what was stated before, that is the contractor has to install concrete drainage and gravel shoulders. Contractor stated they were told to relocate road after contracting award and this new road required additional cut and fill since it was in an agricultural area. Capt. Stapler told the contractor to provide all this documentation to the PRT and to be specific and detailed in this submittal. Contractor also stated that the city roads are different that the Ministry of Public Works and that is why they did not provide the additional base course and subbase in their BOQ as specified in the Ministry of Public Works. However, the PRT stated that the SOW requires achieving, at a minimum, Ministry of Public Works requirements. \\

 Apr 17 2010 PRT team inspected Mehtarlam Road Modernization Phase 1 to primarily review the status of the drainage features along each road. Figure 1 is a sketch of roads traveled by the PRT on April 10. The contract specified 4.7 kilometers of road would be constructed under this contract and this includes Roads A-1 through A-14. During this inspection, the PRT looked at Roads A-4 through A-14. Roads A-1, A-2 and A-3 are roads circumventing the Mehtarlam Gardens and are not covered in this report. The contractor has stated that they have completed work on these roads and this inspection was to review and evaluate the status of the condition of these drainage structures. Figure 2 shows the photos taken along each road. The red arrow shown on this figure denotes the orientation of each photo. \\

See attached media. May 16 2010 Mod Phase 1- Eng. Rahmany has gone to Dubai to purchase paint for the road. PRT noticed bad stone masonry on one of the pipe culverts on A4. Contractor states that they will correct this issue. Contractor also states that they will add headwalls to all culverts with steep drop offs and this will include a steel fence. Contractor also stated they have started cleaning the roads of debris. The PRT told the contractor that they will discuss with Eng. Rahmany next week, about the additional roads that may be graded for the credit for not installing the concrete drainage. Jun 15 2010 The contractor supplied the weekly progress report as well as pictures of the site. The contractor stated that the painting was finished.

The contractor also told the PRT that Road 2 could not be fully painted only on one side for a stretch of about 100m due to some concrete work that locals had done on the street. The contractor explained that removing the concrete would damage the road. The PRT asked for photos of the area. This is located on the SE corner near some recently constructed shops.

The PRT brought up the issue with road intersections that have very steep drop-offs. The PRT suggested some sort of curb or bollards. The contractor stated that they will be installing guard rails.

Mod 1- Roads 6, 7, 8 and 9 are finished. Jul 17 2010 PCC for the stone masonry was not in the designs for this project. The few shops that are located along the area will be moved as progress continues. Contractor states that in approximately 2 months this project will be completed. Jul 25 2010 Purpose: Site visit and inspection of drainage system for Mehtar Lam Road Modernization Phase 1 around the Mehtar Lam downtown garden area. 

Discussion: PRT team inspected Mehtarlam Road Modernization Phase 1 to primarily review the status of the drainage features surrounding the downtown garden area. The PRT found that workers were making mortar during the inspection. The workers were shoveling sand directly from the ground into the mixer. The PRT saw that there was a screen and a pile of sand on the other side of the screen but the workers were not using it. The PRT explained the process to the workers and corrected the issue. The PRT found that there were large stones in the mortar as well. The quality assurance of this drainage work has been addressed to the site foreman during last week''s visit and continues to be problem. The contractor will be advised of these problems at the weekly meeting that is scheduled for 11:00 this morning. The site foremen was advised to properly screen the sand for the mortar, the PRT will send the LNQA''s to visit this site unannounced to ensure that the mortar mixing process is being performed correctly.

See attached media for full QA report. Aug 22 2010 Contractor is continuing work on masonry drainage around Al Saraj Garden in downtown Mehtar Lam. The contractor has rectified QC issues identified on 25 July site visit. Estimate completion of project in approximately 30 days. Aug 29 2010 The PRT asked about how much time until they are finished with work. The contractor stated that the stone masonry will be complete before EID. Only the PCC cap will remain. The contractor also stated that they have not been able to work as quickly as desired due to the crowded nature of the area. The PRT also noted the improvement in construction on this project.

See attached media for meeting minutes. Sep 7 2010 The PRT met with ECHCO on a special date and time because of EID and projects nearing completion.

The contractor had stated that they would be done with the stone masonry by this point but because of EID workers had left to see their family. The contractor stated that they only need a few more days (after EID) to complete the stone masonry and approximately 1 month to finish the PCC cap and any other final work. The estimated completion is now 18 October.

Sep 19 2010 Discussion: PRT team inspected Mehtarlam Road Modernization Phase 1 to inspect the damage to the water supply pipe that apparently runs beneath the drainage are. The PRT had received photos from the PRT LN Engineers previously that showed the pipe and the water flowing out of it. The people told the PRT engineers that the pipe contained drinking water. The PRT had been told previously by the contractor (who says they were told this by the municipality) that this pipe was not in use. The PRT was concerned that the water supply line would be contaminated. Also, the PRT is concerned about the ability to make repairs to the supply line in the future if it is buried under the drainage. Recently, the contractor stated that the municipality is saying that it is not currently being used (meaning they may in the future). The PRT is recommending that the portion that runs under the drainage be rerouted to inside the garden. 

See attached media for full QA report. Oct 21 2010 Purpose: Site visit and inspection of drainage system/foot paths around park. 

Park RCC entrances: The PRT team inspected Mehtarlam Road Modernization Phase 1 RCC concrete entrances to park. Eng Shir Ali was on site and accompanied PRT during inspection. The first entrance was in the south western area of the park. This area has a lot of foot/vehicle traffic and it has been difficult for ECHCO to complete work without some damage from this traffic. ECHCO stated that all entrances to the park are 15cm RCC. Eng Shir Ali said he would bring pictures of the rebar and RCC placement to Saturday 23 Oct''s meeting with the PRT. All entrances look good and there should not be any concerns with this RCC. The only remaining work on the entrances is a ramp that needs to be place at the most north east area of the park and addressing an area around the entrances. There is one area where the shoulder appears to have voids under one of the entrances. This was pointed out to Eng Shir Ali and he said it would be taken care of. This remaining work should be completed over the next several days.
