Project Goals

CJIATF-435 has identified Herat, Nangarchar, Pol-e-Charkhi, Kabul Female, Balkh, Kunduz, Helmand, Parwan and Faryab Prisons to be in immediate, emergent need of metal detectors. 

Currently, prisons utilize the "pat-down" method to search visitors in order to detect illegal contraband. A few select prisons have battery-powered hand-held wand detectors, which are effective but slow. The benefits of a walk-through multi-zone metal detector include superior discrimination, greater accuracy, more reliable detection of threat items, high traffic throughput and optimum immunity to environmental interference. Walk-through style metal detectors are especially useful when prison staffing is minimal and visitor volume is high. Lastly, a walk-through system is a less intrusive manor of searching females.

 

When combined, the four largest facilities average over 4,500 visitors per week. The following data provides an approximate assessment on visitor volume:

a) Pol-e-Charkhi - General Baqi reports around 10,000 visitors are received every week. 

b) Herat - Approximately 2,700 to 4,000 visitors weekly. 

c) Mazar-e-Sharif - Approximately 500 visitors per week. 

d) Jalalabad - Approximately 1,450 visitors per week. Only the males entering the facility are registered when entering.

e) Sarpoza - Approximately 2,650 visitors per week. 

Prohibited items will be detected faster and with greater ease. Additionally, break-outs and prison attacks will be reduced as cell phones are frequently smuggled inside prisons. According to the CSSP December 2010 Shakedown synopsis, 97 mobile cell phones were discovered within the national prison system during routine visitor searches. The addition of one metal detector at each facility, and two at Pol-e-Charkhi, will improve both prisoner and visitor safety by permitting a quicker, efficient and more thorough screening process for all visitors.
