Project Goals

The right canal supplies water to approximately two-thirds of the arable land within the Andar Irrigation System. Repair and improvement of the right canal, from Nyaz Baba Kala to Mazdur Kala will have significant economic impact, increasing the land under cultivation, increasing employment and detracting from the insurgency. This project will repair 5 sub-canal gates, 3 main channel gates, 5 road crossings, 3 pipe crossings and various areas of erosion and silting caused by war and normal wear and tear experienced by the canal over the past 40 years. The project will also add and repair critical concrete and stone masonry structures. Along with the Sardeh dam, the projects will impact approximately 3,500 hectares of land. This project was first proposed as part of an Afghan RAMP assessment in 2003. Between 2003 and 2012, the canal system has continued to degrade, threatening economic stability, employment and stable food supplies, greatly increasing the chance that short-term weather factors will result in malnutrition and starvation in the local residents within areas which draw water from this portion of the canal. Significant interest had been demonstrated from GIROA officials including the Director of Water Management for Ghazni Region, the Director of Agriculture, Irrigation and Livestock as well as the Andar District Governor. This project was originally requested by local councils through the Andar District Governor as a priority project for the region. The increased agricultural output, economic output, reduced unemployment and positive effect on the local governance capacity of the irrigation district reinforces the District Governor's ability to govern. In addition to direct benefits to agriculture and the economy, secondary and tertiary benefits such as increased coordination between GIROA and ANSF will enable on-budget execution of future GIROA led development in support of security operations.
