Project Description

The project will consist of constructing a large ruminant slaughter facility in order to accommodate the slaughter of large ruminants i.e. cows, camels. The project will improve the health and sanitation of the existing Slaughter Facility by providing an appropriate sized facility that will handle the large amount of biological waste created during the slaughter of large ruminants.

Project Goals

1. To provide an appropriate sized indoor facility for the slaughter of large ruminants, i.e. cows, camels.

2. To provide a slaughter facility to handle the large amount of biological wastes for the slaughter of large ruminants.

3. To assist the Ghazni Butchers Association in providing a hygienic product to the local populace.

Results

The slaughter facility will now accommodate large animals such as cows and camels for slaughtering inside the building. The addition allows for those animals to be slaughtered indoors, which reduces the impact of the facility on the local school that is located approximately 300m from the facility. The Large Ruminant Slaughter Facility assists local butchers in providing a sanitary and hygienic product to the residents of Ghazni and in the surrounding districts.

31MAR12. Monthly update added.After finding a 5% pment that had not been made, and additional 7th ($8,853.55) payment was made. PA SFC XXXX, PPO CPT XXXX. Researching file archive for documents for media load (documents lost electronically due to share drive loss), will scan, load media, and close project asap.

22FEB12. 5th and 6th month of warranty complete. Final Payment made 2FEB12. PA SSG XXXX, PPO CPT XXXX, $8,853.55. project will be closed in CIDNE pending final media load.

Sep 27 2010 Monthly update.

ADT briefed project's highpoints to CERP Nomination Board on 08SEP. The Board had no issues with the projects goals or sustainability. ADT prepared the Land Use Agreement to be signed by Mayor of Ghazni City and Ghazni Director of Agricultural, Irrigation, and Livestock. Once project is funded and Request for Bids sent and received, ADT will most likely hold a bidders conference with two or three of the best bids. Due to size, scope, and intended benefits of the project to the community, ADT plans to invite the DAIL to participate in the final decision of the winning contractor. Oct 31 2010 Monthly update. Land Use Agreement was signed by Mayor of Ghazni City and Ghazni Director of Agricultural, Irrigation, and Livestock. Added Land Use Agreement to MEDIA. Received funded PR&C from RM. Added funded PR&C to MEDIA. Project Manager put out a solicitation for bids on 29 OCT 10. Nov 30 2010 Monthly update. Funds have been committed. The project timeline has been pushed back due to contractor's requesting more time to bid the expansion. We have currently received 5 proposals. Bidding will close on 01 DEC 10. We will travel to the site on 02 DEC 10 to ensure that the Ghazni mayor and facility manager have complied with the negotiations to clean up the surrounding site. We will schedule a date to review contractor bids with the mayor and facility manager.

27 DEC 2010 Monthly Project Update. On 02 DEC 2010, Ghazni Mayor Basir consulted with TX ADT and said that he believed the existing site plans need to be altered. He will have the Ghazni City Engineers make the appropriate changes and resubmit the drawings for approval. All current bids were voided and contractors were contacted and told of the changes by the Ghazni Mayor. In a meeting on 21 DEC 10 between the Ghazni DAIL, Mayor Basir, and TX ADT, Mayor Basir informed all that he wanted to build two buildings for future expansion. The DAIL pointed out that this would be unwise to construct two buildings due to population increase and sanitary concerns, eventually the facility will have to be moved further outside of Ghazni City. The Ghazni Provincial Governor, Musa Khan, instructed the mayor to open bidding on 23 DEC 2010 without ammeding the scope of work or gaining approval from TX ADT4. We informed Mayor Basir that this is unacceptable. ADT received an proposed ammendment signed by Mayor Basir and the DAIL which added two meters to the length of the building but did not specify where the expansion should occur. ADT is currently working with the Mayor and DAIL to have them define where the two meters are to be added as well as to ensure that the bidding process is entirely transparent. 01 MAR 2011 is the suspense to have a contractor selected to complete the project.

29 JAN 11. Monthly Project Udpate. ADt worked with GIRoA officials to modify the original designs of the project. Mayor basir was convinced that the facility needed to be enlarged by two meters in length. The drawings were changed and the Statement of Work was revised and edited to allow for the larger facility. ADT has developed a bidding and selection process that will allow GIRoA involvement and transparency through the project cycle. The obligated funds have been granted a 45-day extension due to the project modifications creating a need for a new bidding period. Contract will be awarded NLT 01 MAR 11.

04 MAR 11. Bidding will close on 7 MAR 11. Contractor selection will be on 08 MAR 11. Will award contract on or about 12 MAR 11.

24 MAR 11. Payment Update. 1st EFT Payment, PPO CPT XXXX, PA MSG XXXX, Date of Payment: 24 MAR 2011, Percent Paid: 10%, ount: $17,707.10

04 APR 11. Monthly Project Update. Construction is in progress. 15% cplete.

04 APR 11. Payment Update. 2nd EFT Payment, PPO CPT XXXX, PA MSG XXXX, Date of Payment: 02 APR 11, Percent Paid: 15%, ount: $26,560.65

30 APR 11. Monthly Project Update. EN Habibullah from the Ghazni City Mayor's office received payroll rosters for the past month. The contractor has poured the columns and most of the exterior walls have been completed. The contractor has also started construction of the blood tanks.

20 MAY 11. Payment Update. Submitted DD 250 for payment. 3rd EFT; PPO 1LT XXXX, PA MSG XXXX, 25%, 4,267.75. 

30 MAY 11. Project Update: Have received feedback from contractor 17MAY11, including a written statement and photographs showing progress of facility, to include outer walls; septic tanks other than tank covers; gates; and walls of building. 28MAY, contractor provided second set of photographs, showing additional work on generator building and slaughter facility. Work to be completed includes installation of roof trusses; roof; rails to hold large carcasses; installation of generator. 

30JUN11. Monthly Project Update: Construction continues under supervision of Ghazni provinicial Engineer Karim. 

21JUL11. Project Update. DD 250 added to Media: payment requested 19JUL, 3rd EFT, 30%; 3,121; PA SSG XXXX; PPO 1LT XXXX; PM MAJ XXXX. 

26JUL11. Project update. Re-submitted 3rd EFT payment to Finance office. Updated DD 250 added to Media. Payment also for 30%, 3,121, PA SSG XXXX, PPO 1LT XXXX, PM XXXX.

28JUL11. Monthly Project Update. Construction is approximately 75% cplete. As soon as most recent payment is processed, 75% ocontract will have been paid. EN Habibullah (Ghazni Municipality EN) and Abdul Ahmad (Olympia Construction Head) have been issued punchlist for remaining components. Contractor has until 15AUG to complete work.
