Project Goals
Repairing damaged homes affected by clearance operations will allow villagers to begin to return to Lower Babur and will demonstrate GIRoA and ISAF forces' commitment to the Afghani people. In order to better secure the village, the landowners and villagers must be present in the village. With the village occupied, not only will the gardens and village be more secure, the value of the land will increase. As the summer approaches it is extremely critical to counter the negative perception that was created with last summer's clearance operations. Creating a positive perception will foster an attitude of pride, leading to better security of the improved infrastructure and agriculture in and around the village. Repairing Lower Babur to a pre-operational state will positively effective the operating environment throughout Western Arghandab for years to come.

Project awarded for $499,820 on 03 April 2011. Final payment for current LoA has been processed but paperwork is being put togeather to extent the LoA to include privacy walls that were not origonally included in the project. Locals refuse to move back in without the walls. Not closing the project with RM until resolution is made. -SSG Richard Lavender 9/28/11 Extending LoA for walls was decided against Closure documents have been send to RM and closure ODS was recieved in return.
