Project Description
6.5 km gravel road (with drainage) to provide safe and reliable access during all weather conditions to Ghormach district
Project Goals
Quality road built to provide all-weather access for population in Ghormach District; Goods and services are transported unhindered by terrain and road damage; Emergency services can access rural areas along road; Temporary source of jobs for population of eastern Ghormach district Comments: Project is repairing a road that provides year-round access between Maimanah and Ghormach district.
Results
Project completed per SOW. Punch list items were fixed, however a 600m section of the road has bee washed away by water flows through the wadi between Abi Ghormach and Ghormach Bazaar. There is now a good section of improved road where there never has been a road. The wadi can be forded when rains do not cause the water to rise.
Updates
15 July- Still working with RC_North to get the bidding process complete 24 June- New Bid is underway. Contract signing could occur as early as 01 July 2011 10 June - Contractor defaulted on Contract starting the bidding process over again 18 April- Winning bid will be added on the 19th of April Feb 11 2011. This project has been approved , it is currently at contracting awaiting funding. This project will be handed over to the incoming unit. 01 OCT 2011 - Project started 27 OCT 2011 - Project site visit by BDE Engineer, Fred Guese. Numerous violations of the SOW noted. Report will be loaded. 28 OCT 2011 - Stop work notice given to Sunset Towers based on SOW violations. 29 OCT 2011 - Project site visit by CPT Vandezande. Construction was continuing and the foreman was unaware of the stop work notice. Numerous SOW violations were noted and compiled into an MFR which is loaded into the media files. 30 OCT 2011 - Meeting at COP Ghormach with Sunset Towers engineer. SOW violations were explained and the company was directed to develop a plan to repair the incorrect work they have performed. 30 DEC 2011 - All violations have been corrected. Road is over 40% cmplete. They are now repairing the portion of the road that was built incorrectly. Compaction testing was done this week, depending on results they will begin base course. 09 Jan 2011 - Company has doubled the amount of heavy machinery on-site and is ~60% cmplete. First base course is being laid down. Testing results of sub-base is to standard per RC-N USACE Engineer Bill Neimes. 11 Jan 2011 - Site inspection performed by Engineer Neimes and results provided on 14 Jan in a formal report that is also loaded into the media section of this project. Several issues identified with an incorrect base aggregate composition and sub-standard masonry on culverts being the two primary areas of concern. 15 Jan 2011 - CPT Vandezande (COR) held meeting with contractor to discuss issues found by Mr. Neimes. Contractor did not have a clear understanding of the required composition of the base course per the SOW and has been instructed to have the material used in the first layer of base course tested (CBR) to ensure appropriate strength before beginning next course. Testing results will dictate the way ahead on the first course, but regardless the second course must have the correct composition. Masonry issues were also addressed with the company and they were instructed to provide pictures of corrected work until next site inspection can occur. 16MAR12 - Project completion slated for 31MAR12. Pending QA inspection.
