Project Description

Build a local governance office in the Bakwa District. Offices will be included for the District Sub-Governor and visiting GIRoA officials.

Project Goals

Increase stability by increasing accessibility to GIRoA representatives.

Results

Contractor from ABCC self-terminated for default. It is the PRT's intention to recontract with another company.

Contract awarded to Abdul Hakim Hussaini on 5 Feb 2011 for $122,000. Contractor provided all recovered materials from T4D with Afghan Barya Construction Company. 

QAQC Conducted on 13 August 2011 with contractor and LT Gonynor. Project determined to be at 25 percent complete. Contractor explained that he had to fire old workers and hire all new workers due to Ramadan. Contractor is asking for first payment in order to pay his workers and purchase building materials.

14SEPT11: Met with Abdul Hakim Hussani of OWRBCC to discuss timeliness and quality of the project. He stated that progress had been slow due to equipment malfunction and failure. The CMU fabricating machine is now repaired and the project should be on track now. We also discussed some structural features that were missing from his blue prints and the structure thus far. A copy of the current blueprints were provided to him for the project to continue successfully.

02NOV11: C/A Team returned from assessing the Bakwa District Center that is under construction with a very positive report. The contractor arrived last month with workers and supplies to start again with construction. Much work has been accomplished over the past month as reported in the 02NOV11 QA/QC report. The contractor is now living on the job site with his workers ensuring that construction continues at a rapid pace. The contractor is expecting one more truck with supplies for all materials to be on the job site. 

5JAN2012 No workers on-site due to reports of contractor not paying workers.

13JAN2012 12: Workers are on-site and steadily working. Roof has yet to be poured and the excavation of the septic tank pit is slow coming due to hitting solid bedrock. The Forman was on the job-site, but the Contractor was said to be in Farah City. ENG has plans of meeting with the contractor to discuss progress.

19FEB12 Contractor was called in to discuss the slow progress of the project. He assured the PRT that the project will be completed. He said that he sent four additional workers this week. Hussani will also be going to the project this week to keep the work moving. He stated that now that the road to Bakwa has ANA and ANP checkpoints, he feels safe to travel without being in a convoy. 

06MARCH2012 - Conducted QA/QC on District Center, overhead pour completed, project is now 68% complete.

22MAR2012 - Conducted QA/QC, septic tank hole was dug and CMU placed. Four workers were on site performing unskilled labor type work. Contract due to expire end of March. A modification has been drafted extending until end of June, requires contractor signature.

18APR2012 - Conducted QA/QC, concrete work was completed, septic tank cap was done. Five laborers were working on framing in the windows and applying mortar to the walls. A small amount of materials was on site. The project engineer was there to greet us and was very welcoming.

17MAY2012 - QAQC Mission conducted minimal progress since last QAQC. Contractor states he has been waiting roughly 2 weeks for material delivery. QAQC mission planned for early June to maximize oversight.

05JUN2012 - QAQC mission conducted. No progress since last QAQC. Contractor claims he is still waiting on material delivery.

03JUL2012 - KTR signed Letter of concern and contract extension 

18 JULY 2012: PRT Farah CA and EN conducted QAQC of Bakwa DC IOT assess ongoing CERP project. At this time there has been no significant progress made to Bakwa DC. Workers were putting final coat on walls prior to beginning work on floor. 

Workers stated that they had not been paid in a significant amount of time. 

PRT CA will engage KTR IOT discuss current status of DC and discuss way ahead for Bakwa DC.

18 JULY 2012: Have attempted to contact the KTR 5 times today. KTR not answering phone.
