Project Description
Provide 12 km road from Shindand Airport to the District Center. Currently, a road to the district of Shindand from Highway 1 is almost nonexistent. The population will benefit greatly by this road connecting them to Highway 1 from both a commerce and economic viewpoint. Building this road would benefit this district from a security standpoint as it would allow for employment for 76 potential reintegrees. This district's terrain is mostly flat with the exception of Zerko Valley. This project was assessed as a need by the Herat ITA PRT and the District Manager and Province Governor. The Governor considers this district very important to his province; should be a key terrain district. Project Goals
Goals: Currently, Shindand district, with approximately 200,000 mostly Pashtun residents, feels that their district is ignored. This road will enhance the outlook of the population on the government's willingness to provide for them. This project will enhance security, commerce, welfare of the people, and improve their ability to conduct business operations. It will provide the local population with a route to travel and sell their agricultural crops. By doing this, the population becomes more economically stable and self-sufficient. The project will not only improve the standing of the district and provincial governments, as well as the GIRoA, with the residents of Shindand district. This Project makes use of the expertise of Italian and Afghan engineers from PRT Herat. The endstate of this project is to meet the economic and social needs of the population of Shindand. It will also showcase the district and provincial government's intentions to serve the population of Shindand, and enhance synergy between US and Italian development (BUILD) efforts through this combined project. Comments: Shindand District is home to approximately 200,000 people. The district population feels that have been ignored, as not many projects have been completed in their area. This road is considered a very high priority for the government of this district and Herat Province. This project is nominated by the US CERP Project Team that works within the Italian Provincial Reconstruction Team IOT conduct combined development (BUILD) operations. As the PRT acts as the leader of development in Herat Province; the Team's projects are synchronized with all military and cilivian agencies conducting projects in the province. All payment methods and contract bidding will be conducted IAW the current MAAWS-A which is the guideline for the Herat ITA PRT SOP and TTPs.

This projected has been in the nominated phase for over a year with little or no progress. Due RIP/TOA and transfer of responsibility, the estimated completion date has been changed to June 2013.
