Project Goals
There is an urgent and immediate need to maintain, repair and, where possible, improve both the irrigation and transportation infrastructures in order to increase agricultural production and viability within the green space in and around the Gizab District Center as well as improve village and farm access to both markets of interest and district governance facilities. The defined area of this project addresses several irrigation systems that feed into the green space associated with the Gizab District Center including, but not limited to, ditches, canals and karezes. This project will also focus attention on lines of communications within the same geographic area. These efforts are meant to maintain, repair and, where possible, improve existing routes including, but not limited to, gradients, culverts, bridging and other surface improvements that may be required. While this project is located in the vicinity of similar projects, it is separate and distinct based on the geography and population masses that exist within the area. Improvements within the defined area serve to stabilize water sources that have historically destroyed irrigated land on a yearly basis while also expanding the green space available. This project will also address freedom of movement capabilities that will improve village and farm to market access as well as improve mobility by both residents and government officials, serving to create better continuity of effort and improvement in security, economic capacity and governance. Failure to accomplish the full scope of this project will significantly delay improvements in agriculture, governance and security and will prevent the further legitimization of the still maturing Government of the Islamic Republic of Afghanistan (GIRoA) officials appointed to the district. It is further necessary to maximize the use of local labor in order to create opportunities for sustainability. This project entails employing local labor on a daily pay, cash for work basis. Working in this manner also presents the possibility of sustaining employment over a period not possible if the project were to be expedited via commercial contract and heavy mechanization. This cash for work methodology will be critical for establishing lasting physical and human resource infrastructure through partnering and the continued development of tribal and community relationships with GIRoA. In order to facilitate this methodology without creating additional instability, a tailored approach will be utilized where as the number of workers are gradually reduced over an 18 month period. Reasonable measures have been taken to ensure that other aid and reconstruction funds (local, national, donor nation, nongovernment organization (NGO) or other resources) are not available.
