Project Goals

Improvement and paving of an approximately 3.5KM section of unimproved dirt road that will connect with an approximately 9KM section of paved road funded by the Italian Government that terminates at Highway 1- thus giving the residents of Shindand a much improved route to access Highway 1.

Overall, approval of this project will assist in bolstering the image of GIRoA officials in Shindand District and Herat Province which would demonstrate to Afghan citizens in Shindand the ability to improve their infrastructure by providing a paved all weather road where there is currently an unimproved dirt road. This project would be contracted through the Regional Contracting Center and be awarded under the Afghan First Counterinsurgency (COIN) Contracting Guidance.

17 May 2013 RC-W CERP review board held in Camp Arena. Project approved at RC-W Level. 

5 Aug 2013 Project management signed over to Ian Mitchell from CPT Brad Roush

1 Sep 2013 The team had a meeting with the Italian engineers working on the other portion of the road. Since the Italians do not want to stop and since they had extra funds from the savings from mthe other porions of the road. Since the approval of this project at the RC-W CERP Board meeting, USACE provided a refusal letter. This letter brought up concerns of the costs being too low in the ICGE. The new RC-W Infrastructure Engineer revised the IGCE based on the feedback from USACE and based on the new length. the pavement section was also changed to match the section being used by the Italians. Due to the change in scope and cost, all required CERP documentation is being redone. It is expected that the CERP documentation will be complete by 20130905. The goal is to get this project approved at IJC so it can be forwarded to CENTCOM for approval as soon as possible in October. - Update by Ian Mitchell
