Project Goals

There is an urgent and immediate humanitarian need to establish better irrigation and flood control IOT improve agricultural production, food security and subsequent economic capacity. Water limitations and excess in Uruzgan Province reduce agricultural production and destroy or inhibit it by washing away topsoil due to poor irrigation infrastructure that otherwise prevents flooding, or effectively canalizes the resource throughout rural agrarian areas solely dependent on subsistence farming and limited access to markets. By necessity, since the irrigation systems largely follow transportation route infrastructure, maintenance and repair to existing routes will be required in order to prevent future damage that could be caused by improper drainage including improving gradients, culverts, bridging and other required surface improvements. Failure to accomplish the full scope of this project will significantly delay agricultural improvements and the expansion of green space that will facilitate improved economic capacity within the area from Deh Jawze Barakzai to Kakarak. Currently, travel north from Deh Jawze Barakzai to Kakarak is limited although green areas and small village populations exist. Ground CF indicate a wide array of work opportunities for a managed Cash For Work program. Using Route 58, area road networks, and associated irrigation infrastructure conditions to initiate work opportunities IOT achieve a work program that can build local knowledge and a skilled labor base, and be handed over to the Ministry of Rural Reconstruction and Development, will improve quality of life and have positive measurable effects on the area economy. The project entails employing local labor on a daily pay, cash for work basis IOT maintain, repair and improve irrigation and transportation infrastructure links, widen and improve roads for access to markets, and access related community based small scale cash for work projects in the area. Working in this manner also presents the possibility of sustaining employment over a period not possible if the project were to be expedited via commercial contract and heavy mechanization. This cash for work methodology will be critical for establishing lasting physical and human resource infrastructure through partnering and the continued development of tribal and community relationships with GIRoA. Reasonable measures have been taken to ensure that other aid and reconstruction funds (local, national, donor nation, nongovernment organization (NGO) or other resources are not available.
