Condolence Payment for 7 OCT 08 EOF Incident

Project Goals

Condolence Payment top the brother of the KIA, Mohamed Sayed is to mitigate consequences of incident on 7 OCT 08 described as follows:

0830L convoy departs FB Chamkani to begin mission

- 0840L local national vehicle swerves into and towards PRT convoy. PRT flags vehicle to move away from the convoy. PRT shouts to try to ensure vehicle gets out of the way of the convoy. PRT gunner, LIPISKO, fires a pin flare warning shot at the vehicle 42S WC 7530 4080 

- 0850L vehicle swerves out of the way and PRT continues mission

- 1100L FB Chamkani calls Panther JOC to notify them that there has been an escalation of force, details are not known at the time. All that is known is a local national reported that there was injury caused to another local national

- 1135L PRT commander calls Griffin 3 letting him know that an escalation of force has occurred. 1x local national was injured possibly life threatening and MEDEVACd to Salerno. Gave Griffin 3 the details mentioned above and SIR and story board was initiated

1705 L - PRT Gardez receives confirmation that Mizuman Nerzaman confirmed dead, allegedly struck when the pin flare fired at the vehicle ricocheted and struck Nerzaman, who was standing nearby CAVEAT: INITIAL REPORT
