Draw bulk funds to use as a quick funding source for the 411th Civil Affairs Battalion Commander to respond to urgent humanitarian relief and reconstruction requirements. The bulk funds shall only be used for condolence, battle damage, former detainee, Afghan Hero, and Commander's small scale project payments.
