Establishment of a distribution structure for dissemination of the Logar Provincial Newspaper

Project Goals

For the past 2 1/2 years the Logar Provincial Newspaper has been printed using coalition funding with no mandate for province-wide distribution. This project seeks to disseminate the newspaper to the District Centers and major Bazaars.

The first portion of the contract will cover the purchase of 7 distribution containers to be permanently placed at 6 bazaars (Mohammad Agha, Pul-e-Alam, Khoshi, Baraki Barak, Charkh, Kherwar) and 1 district center (Azra). The distribution containers will be chained and locked, and will have a space available for the placement of advertisements. Each unit will initially carry 300 newspapers until demand is understood through the collection of leftover newspapers.

The second portion of the contract will cover the physical delivery of the newspaper to the distribution containers. A contractor will be paid on a monthly basis for the delivery of new newspapers and retrieval of old newspapers. The contractor will pick up the new newspapers from the Director of Information, Culture and Tourism. In order to continue the contract the contractor must submit a bi-monthly distribution report with the number of papers delivered and retrieved.

The goal of the project is to increase the visibility of the government newspaper and increase the credibility of GIRoA. Comments: This project has been coordinated with the Director of Information, Culture and Tourism.

28 FEB 2011--TF THUNDER IS TERMINATING THIS PROJECT FOR THE CONVENIENCE OF THE U.S. GOVERNMENT. THIS IS DUE TO THE FAILURE OF THE PREVIOUS TASKFORCE TO RESOLVE THE ISSUES REGARDING THIS PROJECT. AN SF30 AND TERMINATION MEMO HAVE BEEN UPLOADED TO CIDNE MEDIA.

3 FEB 2011--TF THUNDER IS WAITING FOR THE CONTRACTOR TO SIGN THE TERMINTATION DOCUMENTS

 Sep 11 2009 This project was on hold until we received the additional funding necesary. Currently the contractor is working closely with the Director of Information to develop a cohesive distribution plan to get the Government newspaper out to the majority of the districts throughout Logar province. He will begin this month distributing Septembers issue and his contract is good for one year. Oct 23 2009 Contractor has placed the newspaper distrobution boxes in the locations prescribed to him and is reporting to us twice monthly the number of newspapers remaining when he delivers the next issue. At this time there are no outstanding issues, he is just awaiting the next newspaper to be printed for him to deliver. We are still waiting for him to submit an invoice on this project. Dec 18 2009 November issues were distributed and payment was made Apr 5 2010 Contractor has placed the newspaper distrubution boxes in the locations prescribed to him and is reporting to us twice monthly the number of newspapers remaining when he delivers the next issue. At this time there are no outstanding issues, updated last payments to the contractor in media. The contractor for this project is Farhad Akbari. May 16 2010 Meet with contracted and arranged a payment for the months of March and April 2010. Aug 11 2010 The contract was cancelled short due to the newspaper production contract had been paid in full. the contractor is owed 4700.00 for the months MAY&JUNE 2010 of work completed.
