Project Goals

RTE Highlife serves as a viable Strategic Provincial Road (SPR) used to connect Khakrez District to the Provincial Government of Kandahar as well as economically to Kandahar City.

Increased economic activity in Khakrez District

Increased popular support for GIRoA at the village and district level.

Decreased ability of insurgent forces to operate in Khakrez District

Reduced popular perception of government corruption

Increased GIRoA activity within Khakrez District

Increased capacity of Afghan contractors to maintain transportation infrastructure

Increased access to Shah Maqsud Shrine

Comments: Insurgent activity along RTE Highlife has deprived freedom of movement to the population of Khakrez, stunted economic growth and eroded popular support for GIRoA. The populace of Khakrez District has openly asked the Governor of Kandahar to address the security situation along RTE Highlife.
