Kimberly Brandt is the Principal Deputy Administrator for Operations of the Centers for Medicare & Medicaid Services (CMS). She supports the Administrator for all activities necessary for the operation and management of CMS and its programs, including, Medicare, Medicaid and the Children’s Health Insurance Program. Kim also assists with the implementation of the CMS priorities, cross-cutting and strategic plan initiatives and the Medicare and Medicaid program integrity programs. Kim served as Chief Oversight Counsel on the Majority staff of the U.S. Senate Finance Committee where she has served on Committee staff from January 2011 – August 2017. In her role on the Committee, Kim coordinated oversight of the whole range of Committee issues including tax, health care, social security and trade. Before joining the Finance Committee staff, Kim was a Senior Counsel at Alston & Bird in Washington, D.C. advising clients on health care compliance and fraud and abuse issues. Kim’s previous government service includes serving for seven years as the CMS Director of the Medicare Program Integrity Group. Prior to her first tenure at CMS, Kim worked for five years at the HHS Office of Inspector General as Special Counsel and Director of External Affairs and as a Senior Counsel negotiating False Claims Act settlements and drafting and monitoring Corporate Integrity Agreements as well as authoring the OIG’s compliance guidance for Individual and Small Group Physician Practices. Kim received her J.D. with a concentration in health law from the DePaul School of Law, an M.A. in legislative affairs and health policy from George Washington University, and her B.A. from Valparaiso University. She is a nationally recognized expert in healthcare compliance and fraud and abuse issues and in 2016 received the Healthcare Compliance and Ethics Professional of the Year award from the Society for Corporate Compliance and Ethics and the Health Care Compliance Association.

Clarence H. Carter is the Director of the Office of Family Assistance at HHS’ Administration for Children and Families, coming from the Institute for the Improvement of the Human Condition, which he founded. At that organization, he worked with state and local safety net agencies to meet the emergency needs of socially and economically vulnerable citizens. Carter served as the Director of the Arizona Department of Economic Security, in addition to other state, federal and local human services management positions. During his service in the Bush Administration, he managed the Supplemental Nutrition Assistance Program (SNAP) and served as the Director of the Office of Community Services. As Commissioner of the Virginia Department of Social Services, his program was instrumental in growing the capacity of its citizens. In his first five years, more than 25,000 public assistance recipients obtained gainful employment, earning in excess of $200 million. During his tenure, Virginia’s public assistance rolls were reduced by more than half, from an all-time high of 74,000 families to a 30-year low of 31,000. On the local level, while serving as the Director of the Washington, D.C., Department of Human Services, Carter led the design and operation of an initiative to house more than 1,000 homeless residents. It was this effort that transformed the District’s shelter-based homeless system to one based in permanent supportive housing as the primary mechanism to reduce homelessness.

Roberto J. Coquis was appointed Deputy Assistant Secretary for Administration for the U.S. Department of Health and Human Services (HHS) on May 30, 2018. In this role Mr. Coquis provides direct support to the Assistant Secretary for Administration in the strategic planning and oversight for the Office of Human Resources, Office of the Chief Information Officer, the Program Support Center, Equal Employment Opportunity Compliance and Operations Office, and Office of Business Management and Transformation. He also serves as Chief Human Capital Officer (CHCO) providing overall direction and guidance in carrying out the Department’s human capital strategy, and implementing the laws, rules and regulations of the President and the Office of Personnel Management. Jon Cordova, who initially joined HHS in February 2017 as part of the Office of the White House Liaison, currently serves as the Principal Deputy Assistant Secretary for Administration, providing direct support to the Assistant Secretary for Administration for HHS and overseeing the day-to-day operations of the Office of Human Relations, Office of the Chief Information Officer, Office of Security and Strategic Information, Equal Employment Opportunity Compliance and Operations Office and the Program Support Center. He is responsible for the development and management of the department’s operational plan, transformational recommendations and coordinating performance across ASA. Prior to joining HHS, Cordova spent nearly 4 decades gaining diverse private sector experience, primarily in emerging technologies and organizational transformation. He was part of two of largest American organizational transformations in the divestiture of the Bell System and the IPO of Lucent Technologies – Bell Laboratories Innovation. Both efforts changed the technology landscape and enable many of today’s innovations including ubiquitous web access, microchip development and artificial intelligence. In addition, Cordova is a business quality professional and was a judge, examiner and award winner for AT&T Bell Laboratories President Malcolm Baldrige Award. He has leveraged these experiences in several Silicon Valley startups and has successfully led emerging companies to acquisition or merger. He is an expert in guiding innovation into market success and defining business value. Cordova is a native Californian and has Bachelor of Science in Business Economics from University of California at Los Angeles, and has done advanced studies at University of Michigan. He is married to Janet, who is also technology professional, and has three adult children.
