MEMORANDUM FOR Commander, USFOR-A

SUBJECT: Letter of Justification for Commander's Small-Scale Projects Bulk Draw Afghanistan Prisons 

1. PURPOSE: The Commander of CJIATF 435 intends to use the Commander's Small Scale Projects authority to award to a local vendor up to $5000.00 for supplies that are urgently needed at each provincial prison he visits. 

2. JUSTIFICATION: There are 34 provincial prisons and Commander, CJIATF 435 has plans to visit each one during his military tour as commander. Since he has visited fewer than 14 prisons, there are at least 20 more prisons left to visit where he can make a difference. Based upon his visits to prisons thus far, it is clear that each prison is under supplied with basic humanitarian supplies such as blankets, sheets, pillows, jackets, socks, shoes, bunk beds, knit caps, and other personal items. The Commander intends to take $5000.00 of CERP funds to award to a vendor on the spot during his visit as a Small-Scale Project. J4 and IPIT members will be calling ahead to ensure there is a vendor available for the visit and the Commander will purchase only items that are immediately needed by the prisoners.

3. COORDINATION: CJIATF 435 will coordinate the purchases through the management staff at the prisons each Small-Scale project will benefit. No formal coordination documentation is required.

4. GOODS AND SERVICES: The vendor will supply all the items ordered. The purchaser will bring back details on the purchase and the receipt for items purchased. The details of the projects will then be logged into CIDNE upon return from the trip.

5. PERFORMANCE PERIOD: Immediate

6. LOCATION: The prison visited will be logged in CIDNE by the CERP manager.

7. EMPLOYMENT: N/A

8. PROJECTED COST: J8 will make one bulk draw for $90,000.00 and secure the money until it is needed. Each project will be $5000.00 or less.

9. PERFORMANCE METRICS: Each Small-Scale project will be complete when the ordered items have been delivered by the vendor.

10. IMPACT IF NOT FUNDED: Humanitarian conditions at the prisons in Afghanistan are uniformly deplorable for the prison inmates. These Small-Scale Projects would immediately ameliorate problems associated with overcrowding in the Afghan prisons and would create goodwill with the locals, guards and management of the prison. If USFOR-A does not fund this Commander's Small-Scale Projects effort a number of prison inmates that could be getting humanitarian relief in the form of clothing and other supplies would not get that relief and would continue to suffer through the winter in the Afghan prisons. Further, the Commander would miss an opportunity to build a positive relationship between U.S. Forces and the prison and its community.
