Route Francine-Kelly-ESS-Liam Road is unpaved and in need of serious repair; the community along these vital routes have historically faced poor access to government services, health care, education, and employment. Project Goals
The improved roads will extend the reach and capacity of GIRoA in this community, allow local law enforcement to respond more efficiently to security needs in the area, and will provide access for thousands in the community greater access to health care, government services, increased employment, and education. Specifically, the Route Francine-Kelly-ESS-Liam rehabilitated roads will ease access to the following locations: a.Loya Wala and Alef Saha Comprehensive Health Clinics b.Kandahar University c.Route Wild Turkey Bazaar Area d.City Hall e.Mirwais Hospital f.Police Sub-Station (PSS) 12 and Police Check Points (CP) 12-2, 12-3 Comments: PM: 1LT Bradley R. Johnson This project is critical to bringing stability to the community along these vital routes, improving security, government services, access to health care, economic development, and building confidence in GIRoA.
Results
Road has been completed. There were minor problems with the road surface and serious deficiencies in the drainage canals, but the road is serviceable and the Afghans in the neighborhood are still happy with the road. The Sub-District Manager has expressed the thanks of the people of Sub-District 9, and has said that traffic in the area has increased and that businesses in the area are seeing increased sales.
Updates
01OCT11: Met with contractor on 28SEP. Contractor has recieved 50% payment. Parts of work do not meet the standards outlined in the scope of work. KPRT Engineer and Project Manager are sorting out the details on how to finish the project. 22SEPTEMBER11: Project is roughly 80% complete. Invoices have been submitted for 50% and 75% payment. Project still needs residential access and culvert denial systems in some areas. 07May12: Project referred from 1-10 CAV providing all documents from 8-1 CAV.
