Jan 1 2009 Site Survey MXN of Khenj to Paryan Road). Discussed possible future contract dispute with Maj Tyr Brenner, Commander, JCC. Hero Lucky Builders and Logistics Company (HLBLC) states that the section of road they are to build measures 14 km long, not the 10 km long section they measured for bid four months ago. Deteriorating WX prevented a survey of the road, but measurement of the segment from satellite imagery does support the contractor's claims. Capt Kolesiak and Lt Koslowsky are now scheduled for a 4 Jan convoy to meet with Maj Brenner to determine a way ahead for this issue. The engineers are actively working this situation, and should have options early next week to resolve this problem. PRT Engineers recommend waiting to commit section 7 of the Khenj-Paryan road until the road distance from start to finish can be verifiedthis is another area where the distance is questionable between grid locations and the actual road length. An AMR has been approved to speed the survey to move forward on the obligation of this $4M+ project. Because it is in their best interest, Bilateral discussions with impacted contractors may also resolve the issue and will be preferable to lengthy contractual reworks. Jan 7 2009 6 Jan ENG Survey MXN of Khenj-Paryan Road Segments 1-4. Purpose of the mission was to establish new start/stop MGRS coordinates for road sections 1-3 (ref: 30DEC08, 1JAN09, 4JAN09 PANJSHIR SITREPs). Recommended coordinates will produce three sections of road, each approximately 10.3 km in length. Coordinates are:

End section 1/Begin section 2: 42S WE 75260 28370

End section 2/Begin section 3: 42S WE 80050 35350

These coordinates are not final, and will require modification to contracts for project numbers PANJ 09-0030 (Section 1, awarded) and PANJ 09-0032 (Section 3, awarded). This provides additional data needed for a way ahead to remedy this significant project programming issue. PRT Lead Engineer, Capt Kolesiak, is currently at Bagram until 10 Jan and will work with Bagram Contracting, TF/S9 and others to successfully resolve the coordinate issues. It appears that all contractors will accept changes to coordinates in order to keep their part of the project (it is clearly in their interest to do so) PRT just needs to ensure legal paperwork is managed in a timely manner.

 Apr 6 2009 District, PANJ 08-0030. The contractor has begun widening and grading from the 4+700 km marker to 5+500. Two other areas seemed to have just begun excavation as well at 7+200 and 8+100. A soil sample was retrieved for analysis at marker 8+100 as this appears to be the location the contractor has decided to collect his select fill. Generally it appears acceptable, although the clay content seems high. We will need sieves to verify clay content. Next sample will need to be taken IVO 4+700 and 5+500 directly from placed subgrade. Density, CBR, and gradation tests will be needed for this area this next week. Apr 12 2009 The contractor has continued to widen the road in 2 separate areas (km marker 4+700 to 5+700 and 7+200 to 8+100). Performance thus far has been within specification and tolerances. No subgrade has been prepared thus far and the contractor does not expect to begin subgrade preparation for another 4 to 6 weeks. Apr 17 2009 The contractor has continued to widen the road between the 4+600 and 5+500 and between the 6+900 and 8+100 kilometer markers. The contractor has also begun widening operations at the 8+600 marker. So far there are few issues with the contractor and only minor issues such as relocation of utilities apply. The project stands at 9.5% complete. This road will link the Paryan District to the rest of the Panjshir as well as Kabul. Apr 27 2009 The contractor is continuing to widen in the areas that he has begun operations. Widening operations are currently ongoing between km markers 4+500 and 5+375; 6+550 and 7+475; and 7+500 and 8+100. The contractor has constructed 2 bypasses, each approximately 1 km in length to allow continuous traffic flow and help prevent interruptions to his operations. A more detailed inspection of the contractor's yard, progress, and ongoing operations will be conducted next week. This meeting will also confirm the end point in his drawings with the endpoint in the statement of work. This project presently is assessed as 9.7% complete May 8 2009 The contractor is continuing to widen in the areas that he has begun operations. Widening operations are currently ongoing between km markers 4+500 and 5+375; 6+550 and 7+475; and 7+500 and 8+100. The contractor has constructed 2 bypasses, each approximately 1 km in length to allow continuous traffic flow and help prevent interruptions to his operations. Conflicts between the local villages and the contractor's plans for constructing this road have also begun. There has been one reported incident of a physical altercation between a villager of Saficheer and one of the contractor's workers. The conflict between the contractor and the locals is centered around property rights and fair compensation. The PRT EE are engaging the contractor and the district government on this issue. Also of note is that the IED discovered by the ANP was on this road section between the villages of Saficheer and Mata. This project presently is assessed as 10% complete.

 May 10 2009 Contractor has commenced widening operations in various portions in the villages of Mata and Safid Chehr, from approximately 0+000 to 2+700. Contractor has torn down numerous stone walls bordering farm fields and has begun tearing down abandoned structures. Contractor has made an effort to minimize damage to farm fields in areas not disturbed by road construction. Contractor has also marked demolition lines on each structure, making it relatively easy to identify which structures will be affected. It appeared as if today was the first day of demolition operations as a large number (well over 150) villagers were present while an excavator was demolishing part of a building. The PRT convoyed through this crowd as they were assembled along the road--outside of a few stares, there were no threatening gestures or words spoken. Further detailed QA will be done on a dedicated mission later this week. May 24 2009 Current widening operations between the following km markers: 0+000 to 3+175, 3+300 to 4+000, 4+500 to 5+400, 6+250 to 7+475, and 7+700 to 7+850. The contractor has been tasked to provide a more detailed retaining wall design with a focus on the dewatering scheme. He was also reminded to notify the PRT two days prior to transport of any explosives into Panjshir. Contractor indicated that he has completed two soil tests and that two more are pending. The Khenj DG has successfully negotiated with the villagers of Mata and Safid Chehr and the contractor has started widening operations in these two villages. The contractor will be required to make two minor adjustments to the design in order to bypass two mosques that would otherwise be partially demolished as a part of this project. These modification are not expected to increase the cost of the project. Work should progress quickly in the expansion of the road in these two villages thanks in large part to the DG's hard work. This project is assessed as 12.0% complete. 

 Jun 13 2009 QA of Pawat to Ghenju Road, Khenj District (Section 1), 42S WE 67000 20990 to 43S WE 73917 27177, PANJ 08-0030. The contractor has widened a significant portion of the road starting at the 0+000 km marker through the villages of Mata and Safid Chehr to just before the village of Daste Riwat, a length of just over 7 kilometers. The village of Daste Riwat was making preparations for road construction, including demolition of some structures indicating a high level of cooperation with the District Governor and the Contractor. Assessment for total percentage complete is pending. Aug 17 2009 QA of PANJ 08-0030 Pawat-Ghenju Road (Section 1), Khenj District, 42S WE 67000 20990 and PANJ 08-0031 Ghenju-Wakhi Road (Section 2), Khenj District, 42S WE 72015 26042. In speaking with the villagers along both sections of road, the PRT came to find that they generally felt that the road was a good thing, but that they had no options for the compensation of the land that was taken from them. The PRT's best impression of the villagers was that they were saying they were completely happy for two reasons: they were told to be happy, and their perception of the situation was they had no recourse for compensation. Sep 7 2009 Project is progressing, though there are a few imminant domain issues. Oct 4 2009 project updated. Nov 4 2009 Project Updated Dec 1 2009 Engineers conducted a QA of PANJ 08-0030 Pawat to Ghenju Road (Section 1), Khenj District, 42S WE 67000 20990. Not much has progressed with this project. However, considering the weather the progress that has taken place is reasonable. The contractor is continuing to widen the road and to prepare the subbase in portions of the road that are at that point in the construction. The part of the road that is lagging the most is in the village of Daste Riwat. This village, though, has presented a lot problems in the construction of this section and of the second section. I'm not sure whether or not boredom or the weather plays any part, but the people today were particularly difficult. The third truck had a kid point a pistol at itas to whether the pistol was real is another story, but by the time the convoy stopped, the kids were long gone. In retrospect, I think the people in the past month or two have been slowly growing more hostile to the PRTby hostile, I mean that they have been more blatant about making hand gestures or acting out against convoys. This project is 42% complete. Feb 20 2010 Project is still under winter work stoppage. Feb 20 2010 Project is still under winter work stoppage. Mar 3 2010 Engineers conducted a QA of Khenj to Paryan Road Section 1 in Khenj District (42S WE 67000 20990). Nothing significant to report. Mar 7 2010 Engineers noted on the drive back a 100 meter stretch of Section 1 Road Construction (42S WE 73522 26574) that is showing signs of significant and recent shoulder failure and erosion of mountain slope below the road. Asphalt has not been placed on the road base course yet due to the project being on a winter weather stop work notice. PRT Engineers will discuss solutions with the contractor to ensure quality construction.

 Mar 26 2010 PRT Engineers assessed work done on road sections 1-5 in Khenj and Paryan Districts. The contractors for the Dubai Bridge (42S WE 81800 36500) are still proceeding with work despite a winter stop work notice. The contractor will be contacted regarding the issue. Various sections of the roads are showing signs of failure on the downslope side of the graded road base course. PRT Engineers, accompanied by the senior Panjshir PW engineer, will travel all sections of road with the contractors on site before work resumes follow winter stop work notices to ensure adequate construction at areas with extreme (>40%) slopes. Currently there is only one major avalanche/rock slide area still affecting travel between Khenj District and Parigozar Village. The site is barely passable by 4-wheel drive vehicles. A solution to clear the avalanche/rock slide will be discussed with provincial leadership. Mar 29 2010 PRT Engineers meet with the Pewat-Ghenju Road Section 1 contractor at their laid down yard, Khenj District. The PRT Engineers were introduced to the Provincial Government appointed Road Construction Commission. The commission has 9-members, mostly well-respected former mujahedeen commanders. The commission is in place to assist in conflict resolution between the contractors for all 6 road sections and local villagers. The contractor stated the commission has been a large help. (NOTE: The PRT Interpreter informed the PRT Engineers that the government requires the contractors to pay the commissioners' salaries for the duration of construction. The PRT will incorporate the commission into QA work along with the Panjshir Public Works Director.

The contractor addressed the engineering solution to a section of road which is currently under construction and showing signs of base course failure due to the surface cracking and the slope slipping toward the river. The contractor will cut more into the mountain, scarify the existing base course to remove moisture and re-compact to proper compaction levels. The contractor will be mobilizing equipment over the next few weeks following the recently rescinded winter stop work notice. PRT Engineers will do a drive through of this section of road sometime over the next few weeks. PRT Engineers will be accompanied by the contractor, the Provincial Roads Commission, and the PW Director to do a detailed survey of the road work and address all concerns prior to resuming work for the summer.Overall project is 35% complete. Expected completion Dec 10.

 Apr 4 2010 PRT Engineers accompanied by the Khenj Sector Director and Provincial Road Commissioners conducted a QA visit of the Pawat to Ghenju Rd (Section 1), Khenj District (42S 67704 22167).

Contractor has resumed work following the winter stop work notice.

Majority of current work involves placing base course material.

Conducted a detailed survey of design and quality of construction along the first 2.5km of road way. Base course material was of good quality. The contractors engineers explained all drainage designs. There was some discussion about the drainage in certain areas and minor adjustments to design and construction were agreed upon.

At multiple locations villagers approached us during the walk through of the site and requested additional work from the contractor. The District Sector Director and members of the Provincial Road Commision handled these issues and aided the contractor to limit the amount of additional work outside of the contract. PRT Engineers will conduct another visit to complete a thorough assessment of all 10km prior to major work this construction season.

ASSESSMENT: Road work is proceeding well. Contractor has well experienced engineers. The Road Commission is well engaged at resolving issues with villagers, good display of governance. There are still some grievances regarding right-or-way for road land use, but the Afghans are in front handling the issues. First time the PRT has conducted such a thorough walk-throughall parties (PRT, local government, and contractor) found the process very helpful.

 Apr 18 2010 PRT Engineers conducted a QA visit of Pawat to Ghenju Rd, Section 1, Khenj District (42S WE 73917 27177).Contractors, engineers, company director, and the Provincial Roads Commission Reps were on-site.PRT Engineers walked 5km of the construction site.

Quality of work is of good quality.Design concerns were addressed regarding retaining structures to reduce effects of landslides and proper drainageContractor has done additional work (mostly minor culverts) due to pressure from villagers and the contractor does has assessed the work to cost less than the cost of having delays in completion due to the villager issues. However, the contractor is not bowing to every villager request.Contractor believes the road will be completed in Nov 10. PRT accesses this to feasible.

 May 20 2010 PRT Engineers last drove through Section 1 on 13 May 2010. Construction is underway. Road widening continues in one village. Culvert placement and retaining wall construction are on-going. Expecting to begin asphalt laydown in 1.5-2 months. May 24 2010 PRT Engineers conducted a QA/QC visit of Khenj to Paryan Road Section 1, Khenj District (42S WE 73917 27177).

- Contractor working on-site (70 laborers, 4 survey engineers, 2 company engineers).

- Majority of work being accomplished was on completing retaining walls, excavation and subgrade.

- Approximately 90% of subgrade complete. Approximately 1km of sub base has been started.

- The one bridge in this section of road had the second lane concrete structure poured since last QA/QC visit. PRT Engineers were not notified and did not inspect formwork and rebar prior to concrete pour. Contractor will provide pictures prior to pouring concrete in their next wkly report.

- Project is 54% complete. (reduced from 60% in previous reporting due to a more informed reassessment)

 Dec 1 2010 PRT Engineers conducted a QA/QC inspection of road section 1 in Khenj District (42S WE 7391727177)

- Workers on site, 15-20 laborers. Stopped at the beginning of the section where they were paving. Checked the quality of the work and found that it was good. 

- Working on filling and compacting the shoulders of the roadway. Spoke with the contractor about doing a better job of removing the large rock from their material. 

- Parts of the road with drainage and some parts without. Most of the drainage sites do not follow the SOW which directs to follow the MRRD standard. 

- Contractor will now stop work for the winter season. Contractor has told us that they will be starting to develop road signs with the Provincial government.

3 Jan 2010 PRT Engineers conducted a QA/QC inspection of road section 1 in Khenj District (42S WE 7391727177)

- No workers on site and no new work has been completed since last QA/QC visit. 

- Road shoulders were too soft and the road. Engineers conducted Dynamic Cone Penetrometer test on the site and the soil was much too instable to be acceptable. Contractor will need to spend significant amount of time correcting the shoulders. 

- The Contractor must also do significant work on drainage and they will need to be cleaned before it is turned over to the government. 

- Project is 93% complete

19 March 2011 - PRT Engineers conducted a QA/QC pre-final inspection of road section 1 in Khenj District (42S WE 7391727177)

- PRT invited Provincial Sector Director, Provincial Director of Public Works, Khenj District Governor, Provincial Engineers, and Khenj District Sector Director to the site in order to conduct the inspection. Only the Sector Director's Engineer, Khenj District Governor, and Khenj Sector Director could attend and represent the government. The Sector Director and Director of Public Works could not attend due to obligations in Kabul. We were notified that the Provincial Engineers no longer work in Panjshir because of budgeting issues.

- The PRT and all government officials met the contractor, Raz-Tanha, at the beginning of the road section. Early during the process it was identified that the shoulder work was poor. The contractor's shoulder work was either not compacted well, used poor material, or did not meet dimensional standards. This was a problem throughout the entire roadway. Some of the issues were developed by the villager's persistence in not giving enough land or not allowing the contractor to complete their work. Some of the work was completed poorly because the villagers had changed the product after it had been completed. 

- Many of the villagers in the first village, Mata, were willing to give up more land in order to deliver a better road project. However, one villager at the end of that village did not want to cooperate at all. He had built a wall on top of the roadway and the PRT asked the contractor to negotiate with the villager to have it removed. The villager believes that the contractor was going to remove the wall and restage it at a better location on his own property. The PRT told the man that because he illegally tried to claim his land on the roadway after it had been built and he had been paid, that he was not going to receive any support from the contractor that violated his contract with the PRT. The contractor told the man that he was going to make sure that he had gotten paid and he will return with proof. 

- In Safid Cher, the problems were with the shoulders and the drainage. All items were similar to the previous village. 

- The final village of the roadway is Dash-te-Riwat. There were already several documented difficulties with the villagers here. Many villagers complained why they did not receive a retaining wall, a concrete-lined canal/ditch, or more money for their land. There were two individuals who caused the most troubles: Modi Abraim and Toran Akbar. Modi Abraim claimed that he was never paid for his land and that the contractor was being unreasonable by trimming his trees. It is documented and stamped by the Provincial Governor that Modi Abraim has been paid 4 different times for a total of $1,600 USD and was given sand, cement, and rock to rebuild his own wall that was previously demolished. Toran Akbar, who was not present today, has received payment but refuses to give up land to allow the road to be paved to specifications. His home resides on the west side of the road and it is preventing about 50 meters of roadway from being paved. Also, many of the road signs that were there are now gone. The villagers have stolen them in protest of the roadway. 

- The last item in Dash-te-Riwat was a villager was tearing up the roadway near the end of the section in what looks like an attempt to build a ditch. The PRT urged the district governor to get involved. The governor demanded to the locals to tell him who was doing this and that he was going to bring the police and have him arrested. 

- At the beginning of the inspection the government officials were reluctant to participate in the villager conflicts. However, we saw them step in and take over all of the disputes by the end of the inspection. We hope to bring our punchlist that was created from this inspection to the local government to see how they may continue to help the PRT deliver a strong road product to the people.

- March 27, 2011

Road Section 1 contractor requested a meeting with the PRT to discuss a villager payment issue. Capt Jackson agreed to the meeting, but directed the meeting be held at the Provincial Center and a government representative be present. Members present at the meeting: PRT Lead Engineer, Sector Director, Khenj District Governor, contractor, plaintiff, PRT Interpreter, and two unknown individuals. The plaintiff complained that the road was diverted in road section 1 in order to prevent demolishing a Mosque, madrass, or graveyard. This caused more of the plaintiff land to be taken for construction and he wanted to be compensated for it. After 1 hour of discussion, the contractor agreed to pay the plaintiff the money in order to prevent it to going to trial. Also, the sector director claimed that road section 4 contractor still owed approximately $35K in eminent domain payments. The lead engineer stated the PRT records show that all payments have been made, but if the contractor agrees that he still owes payments then all parties will meet at the Provincial Center and make the payments. There will be a PRT representative, government representative, contractor representative, Khenj and Paryan DG, and all villagers requiring payment. It was also noted that if these payments occur, that it will be the final payment and no other villagers could request payments after this.

18 May 2011 -PRT Engineers conducted a meeting with the Deputy District Governor of Khenj, Sector Director of Khenj, and the contractor for Road Section 1, Raz-Tanha, to discuss solving villager disputes IOT close out the road project. The PRT's intent was only to facilitate a meeting between the government and the contractor to solve the villager disputes. 

At the meeting was the Deputy District Governor of Khenj, the sector director of Khenj, Raz-Tanha's site engineer, his project manager, and one of his company's representatives. The district government wanted to make it clear to the contractor that it is best if they stop coming to the PRT to solve their problems with the villagers and start coming to the district center. The biggest problem that was discussed was the removal of Toran Akbar's home. Toran Akbar was requesting the contractor to reinforce the tunnel that he had forced the contractor to place underneath the road. Only after this would he allow them to remove his home for the road. The district government also stated how they had lots of paperwork that was signed by the contractor promising many things to the villagers to include Toran Akbar. It later came up in conversation that when all of the Panjshir road projects were started, the Provincial Governor at the time, Haji Balal, created a commission of people to include village elders and government officials to identify and solve all of the villager disputes of all 6 road sections. He also granted the commission the authority to obligate the contractors to solve villager problems. The paperwork that the villagers are bringing to the district centers saying that the contractor agreed to perform some sort of work for them is actually paperwork signed and delivered by the commission. The commission also worked with the district centers to come up with the lists of villagers that will have their land and homes destroyed IOT build the roadway. The deputy district governor then said the list was brought to the Provincial Sector Director and some "corruption was made" and many people were not paid for their loss while many people were paid several times over. 

At the end of the meeting, the contractor and the district government wanted to have one week to solve the valid villager disputes and then meet back with the PRT at the same time to show their progress. The PRT agreed to meet them all the following week. 

25 May 2011 -PRT Engineers met with the Khenj District Governor, the Commission commander, the contractors for road section 1, Raz-Tanha, and road section 2, hero-lucky, at the Khenj District Center. The D.G. agreed that next Monday or Tuesday would be a good day to demolish Toran Akbar's house in road section 1. The contractor agreed on these dates and they will all meet up with a police escort and force him out of his home in order to pave the roadway. The contractor also went out with the district government and the commission commander this past week and narrowed down all of the villager's complaints to three individuals. Over the next week they will work to settle all of the disputes. 

1 June 2011 -PRT Engineers conducted QA/QC of Khenj to Paryan Road Section 1 in Khenj District. 

The contractor had started work earlier this week on the punchlist items IOT close out the project. Toran Akbar's house was scheduled to be demolished yesterday but as of today it was still standing. 

The project is 98% complete.

The contractor is continuing to place shoulders and finish other items on the punchlist. Toran Akbar's house has yet to be demolished.

18 September 2011-PDST Engineers conducted QA/QC of khenj to Paryan Road Section 1 in Khenj Distict. Contractor waiting for final payment to process and set up a ribbon cutting cermony.
