The shocking growth of kids use of tobacco products, principally e-cigs, is one of the biggest public health crises FDA is grappling with and an urgent issue requiring a change in behavior among regulators, public health officials, and manufacturers and retailers. Time is short.

There’s no evidence these trends are leveling off. Quite the opposite. It’s likely that rates of use among youth will continue to climb in 2019 as our regulatory action lags the cultural shift underway among kids that made these products “cool” and de-stigmatized tobacco use.

A critical factor is data shows that kids using e-cigs ARE NOT kids who “would have smoked cigarettes.” Quite the opposite. We stigmatized cigarette use. These are kids who rejected cigarettes, but now, having become hooked on nicotine through e-cigs, will be more likely to smoke

The biggest risk, which this JAMA study evaluates and reveals, is that a proportion of the kids hooked on nicotine through e-cigs will become regular cigarette users. And the reductions in youth smoking rates that we’ve achieved in America will be lost for another generation.
