In September 2014, Patricia H. Adkins was appointed by the U.S. Consumer Product Safety Commission (CPSC) as its Executive Director, Ms. Adkins is responsible for managing the agency’s $125 million public health and safety budget and more than 500 employees. She also served the Commission for more than seven years as the Chief of Staff to former Chairman Ann Brown. For more than 30 years, Ms. Adkins has held leadership positions in public health, injury prevention, business operations, and public policy with organizations such as Purdue Pharma L.P., the Children’s National Medical Center’s Safe Kids Worldwide, and the Home Safety Council. Ms. Adkins earned her B.A. and M.B.A from Howard University in Washington, D.C.

I am a lawyer with significant management, public relations, and government affairs experience. During my 30 year career in Washington, D.C., I have advocated on a variety of public policy issues while serving in government, corporate, and association environments. I have held senior positions in the U.S. House of Representatives, the U.S. Senate, and the U.S. Department of Agriculture. I have practices law and have worked for three major corporations and two national trade associations. Advocacy, public relations, strategic planning, financial management, and grassroots/coalition building are among my areas of expertise. Rich Ashooh serves as the U.S. Assistant Secretary of Commerce for Export Administration. In this role, he is responsible for the U.S. dual-use export control policy, as well as the management of the Department of Commerce’s national security, nonproliferation, and foreign policy functions within the Bureau of Industry and Security. He also oversees the Bureau’s programs that ensure industrial resources are available to meet national and economic security requirements, including the Defense Priorities Allocation System (DPAS). He also participates in the Committee on Foreign Investment in the United States (CFIUS), which reviews transactions of foreign direct investment in U.S. companies for national security concerns. The Assistant Secretary chairs the Advisory Committee on Export Policy, which is a multi-agency tool to resolve security-related export policy matters. In addition, his responsibilities include the Office of Strategic Industries and Economic Security (SIES), the Office of Nonproliferation and Treaty Compliance (NPTC), the Office of National Security and Technology Transfer Controls (NSTTC), the Office of Exporter Services (OExS), and the Office of Technology Evaluation (OTE). For much of his career, Rich was a senior executive in the defense industry, with the electronics group of Lockheed, which was later acquired by BAE Systems. During this time, Rich contributed to the growth of that business from an $800 million company to a nearly $5 billion enterprise and the world leader in electronic warfare. Rich was instrumental in the success of numerous programs which serve U.S. and allied warfighters. Rich also led the company’s homeland security efforts after 9/11, focusing the company’s technology solutions toward a new range of threats to our nation. He is proud to have contributed to the success of dozens of programs that have protected the lives of countless US and allied military servicemen and women. Rich’s professional career began in the US Senate, serving for several years as a Professional Staff Member on the US Senate Committee on Governmental Affairs where his primary focus was on federal procurement policies and oversight. A leader the higher education community, Rich served on the Board of Trustees for the University System of New Hampshire, Franklin Pierce University in Rindge, as well as the UNH Foundation board. Prior to his nomination, he served as the Director of Economic Partnerships for the University System of New Hampshire, with over 33,000 enrolled students and the largest provider of post-secondary education in the state. He also served as Interim Executive Director of the Warren B. Rudman Center for Justice, Leadership and Public Policy at the University of New Hampshire School Of Law, a nationally ranked leader in intellectual property law. Rich was born in Manchester, New Hampshire, and is a graduate of the University of New Hampshire, where he met his wife, the former Lori Johnson of Peterborough. He and Lori have five children: Sofie 24, Emma 22, Elias 20, Maya 19, and Sam 17.

The New England Council is pleased to announce that Chris Averill has joined our staff as Policy and Special Projects Manager. In this newly-created role, Chris will be the primary staff liaison the Council’s Financial Services Committee, and will also lead the Council’s advocacy and initiatives on such issues as advanced manufacturing and tax policy. He will be based in the Council’s Washington, DC, office, but will also visit Boston regularly. Chris joins the Council after seven years on Capitol Hill, most recently serving as Communications Director to Rep. Sam Graves (R-MO) and previously serving as Communications Director to former Sen. Olympia Snowe (R-ME). Chris also previously held several policy positions on the staff of the Senate Committee on Small Business and Entrepreneurship. Ken Barbic most recently served as a senior director for the Irvine, CA-based Western Growers Association, where he has worked for nearly a decade to advance the competitiveness of American produce farmers. He grew up in Bakersfield in a farming family, which, from an early age, gave him an appreciation for the challenges and opportunities facing agriculture. Prior to his work with Western Growers, Barbic served as Deputy Assistant U.S. Trade Representative for Congressional Affairs and as a legislative assistant with the House Committee on Ways and Means. He graduated with honors from Maranatha Baptist University with a B.S. in business management.

Before joining the CFTC as a commissioner, Berkovitz served as a partner in the Washington, DC securities practice of WilmerHale, a global law firm with over 1000 attorneys in 14 offices. He joined the firm in September 2013 after serving for four years as general counsel of the Commodity Futures Trading Commission (CFTC).[3] During his tenure at the CFTC, Berkovitz was instrumental in the passage and implementation of rules related to the Dodd-Frank Act. He also served as the commission's deputy representative to the Financial Stability Oversight Council. Earlier, he served as counsel to the United States Senate Permanent Subcommittee on Investigations. During that time, he led several major investigations into oil markets and energy prices, including the role of financial speculation in natural gas and crude oil prices; the effect of the Department of Energy’s program to fill the Strategic Petroleum Reserve on oil prices and energy security; the effect of increasing concentration in the gasoline refining industry on retail gasoline prices; and allegations of illegal payments by American companies to Iraq during the United Nations Oil-for-Food program.[4] From 1995-2001, Berkovitz served as deputy assistant secretary for planning, policy, and budget in the Department of Energy’s environmental management program. He was responsible for formulating and presenting to Congress the Department’s $6 billion annual budget for the clean-up of nuclear and hazardous wastes generated by the production of nuclear weapons. Prior to that, he served as counsel to the Subcommittee on Nuclear Regulation of the Senate Committee on Environment and Public Works.[5] Berkovitz serves of an adjunct professor at Georgetown University Law School, where he teaches energy trading and regulation.
