Project Description
The La Pur Bridge would connect the isolated provinces of La Pur and Goshta to the rest of Nangarhar Province and Highway 1
Project Goals
Reason for Project: Currently, the residents of La Pur and Goshta fa ce a four hour or greater drive to Jalalabad. The proposed bridge would cut that drive to just an hour. Additionally the residents of La Pur and Goshta have closer socio-economic ties to Pakistan than to Nangarhar or Afghanistan. Desired Project Effects: The desired effect of the La Pur bridge would bring greater prosperity to La Pur and Goshta districts by shortening the time and cost to market in order to sell and purchase goods. This would aid in keeping commerce in Nangarhar, Afghanistan rather than Pakistan. The bridge would also allow the residence of these districts timely access to higher level medical care in Jalalabad. Ultimately, the bridge would benefit the not only the above mentioned districts but the City of Jalalabad as well as the rest of the province. Measurable Effects: The effects can be measured by the volume of car and truck traffic on the bridgethe volume of car and truck traffic on the circumventing road comparing pre and post construction assessment data as to where commerce is conducted
Results

PROJECT UPDATES WERE DELETED WHEN PROJECT WAS MOVED TO "CERP" BY CIM ================================= 31 Jan 12 - Ribbon Cutting Ceremony Scheduled 18 Jan 12 - PRT QA/QC. PRT conducted pre-final inspection w/ GIROA & CTR. CTR was instructed to swap 2 street signs and re-stripe a section of the approach & bridge in order to make the lanes correct. CTR ensured construction would be complete w/in 2 days. 27 Dec 11 - PRT QA/QC. Asphalt operations 50% cmplete. CTR continues to work on alphalt operations and guide-bank retaining wall. PRT continues to work w/ CTR to set Ribbon Cutting date. 13 Dec 11 - CTR stated that asphalt operations will start today or tomorrow and should only take 20 days. 5 Dec 11 - KTR has stopped work on the down stream protection wall. The NDPW director has given the KTR direction to change the wal with out contacting the PRT. The KTR will not continue with out PRT approval. PRT to disscuss the issue with the NDPW in the next few days. 6 Oct 11 - CTR resumed work. Work on the western aboutment fill is ongoing. The PRT was ablt to monitor a Field density test (FDT) on site conducted by STAR labs. Excavation in the western guide bank has also begun. 30 Sep 11 - The road is out and the guide banks are in. 30 Aug 11 - Still waiting on the letter from Lt Cunningham that he was supposed to get the DSG to sign about the deletion of the West side guide banks. Letter states that MCP will not be held to the warranty for that part. Bottom line is they either sign the memo and get a straight road or they don't sign and they don't get the road. 4 Aug 11 - Stopped work on 4 Aug, trying to get the Lal Pur DSG to sign memo saying he doesnt want the guide banks and that MCP will not be held liable for flooding on the West side through the warranty period. 30 Jul 11 - They began working on the western side u/s guide bank, i instructed them to only build as much as they have material for now in order to save money and build part of a road on the western approach. I also emailed Eng Gul to ensure that he completely understands what he is going to do there. 24 Jul 11 - Deleting part of the guide banks to save money for construction of intersection that will allow for a straight road. Working with contractor to determine whether the road could be constructed or not. 1 Jul 11 - The PRT is currently working with TF Raider, the contractor, and the GIRoA officials in Lal Pur to work out a solution to the eastern side approach road. The contractor has resumed work on the portion of the approach that will not change no matter what option is selected. The contractor is currently working on a proposal to complete a one way road that connects back to RT Miami about 750 meters from the approach. Additionally, the contractor is currently installing the armor joints and earthwork continues on the western side approach.
