Build 2 kms of road with an asphalt paved surface and gravel shoulders

Project Goals

This project is a gap filler to link two ongoing projects, Khenj to Paryan Road Section 3 and Khenj to Paryan Road Section 4. The gap was created by an error in the Statements of Work for the road sections. This project will pave a 2km section of road connecting the Khenj District of Panjshir to the Paryan District. It will improve access between the central and provincial governments, increase access to medical care and stimulate economic development for the population in the vicinity of the project. Jan 5 2010 Pending documents from FOB Lion Mar 5 2010 Engineers attempted to QA all projects in Paryan District but were forced to turn back due to a rock slide blocking the road in Section 3.5 of Khenj to Paryan Road.

 Mar 26 2010 PRT Engineers assessed work done on road sections 1-5 in Khenj and Paryan Districts. The contractors for the Dubai Bridge (42S WE 81800 36500) are still proceeding with work despite a winter stop work notice. The contractor will be contacted regarding the issue. Various sections of the roads are showing signs of failure on the downslope side of the graded road base course. PRT Engineers, accompanied by the senior Panjshir PW engineer, will travel all sections of road with the contractors on site before work resumes follow winter stop work notices to ensure adequate construction at areas with extreme (>40%) opes. Currently there is only one major avalanche/rock slide area still affecting travel between Khenj District and Parigozar Village. The site is barely passable by 4-wheel drive vehicles. A solution to clear the avalanche/rock slide will be discussed with provincial leadership. May 7 2010 Project has been approved and funded. Preparing for bid solicitation. May 26 2010 Project approved and Funded PR&C loaded. Project is out for bid. - Governor, Deputy Governor, Provincial Council member, Sector Director, Line Directors for Public Works, Culture & Information, Public Health, Paryan & Dara District Governors and Khenj & Paryan ANP Chiefs were all in attendance.

- Paryan District Governor, Contractor project manager/engineer, PRT Director, PRT Engineer Governor all made speeches.

- Contractor provided lunch, conducted the ribbon cutting and ceremonial first dig of the project

 Aug 29 2010 Road Section 3.5:

- Extensive excavation. Removal of loose material is exposing extensive bedrock. Impact of excavation is producing minimal impact to river course.

 Nov 14 2010 PRT Engineers conducted a QA/QC inspection of road sections 1 through 6 in Paryan District. 

-Saw one man with a jackhammer excavating soapstone. No other workers on site. 

-Minimal work was being done on the roads due to the upcoming Eid Holiday. 

-Contractor has almost finished all necessary excavation. 

Project is 21% cplete. Dec 1 2010 PRT Engineers conducted a QA/QC inspection of road section 3 in Paryan District (42SWE8535938850)

- No workers on site. No new work has been completed since last QA/QC visit. 

- Contractor has finished 95% othe excavation and about 30% othe subgrade compaction. 

- The road is wide enough and smooth enough for two lanes of traffic to go at a moderate speed (40km). 

- Project is 27% cplete

PRT Engineers conducted a site visit for road section 3.5 in Paryan District (42S WE 85359 38850)

- Contractor met PRT Engineers on site. 

- PRT Engineers went over the 99% dwing submittal with the contractor and made several changes to the design based on the actual site conditions. The point of the meeting was to ensure the contractor understood that the designs they submitted did not adequately protect the road from erosion and slope failure. The contractor seemed to understand the design shortfalls and provided some of their own recommendations by the end of the meeting. 

- Contractor is under the winter 2010 stop work order. No further work has been completed since then.

1 June 2011 -PRT Engineers conducted QA/QC of Khenj to Paryan Road Section 3.5 in Paryan District. 

Contractor was completing some hard cutting today and also has cut a significant portion of the road to prepare it for the retaining wall that is required by the PRT's change in design. This retaining wall will protect the roadway from further erosion in this tight area. The PRT also discussed with the Paryan Deputy D.G. that the contractor will not be required by anyone to hire a subcontractor from anywhere. Previously the contractor stated that he had been told by the Paryan D.G. that he was to hire a subcontractor from a village north and south of the road section. The deputy agreed and only asked that we maintain the Afghan First policy (hiring 70% ounskilled labors from the local area).

11 June 2011 -PRT Engineers conducted QA/QC of Khenj to Paryan Road Section 3.5 in Paryan District. 

Contractor was completing some hard cutting today and also has cut a significant portion of the road to prepare it for the retaining wall that is required by the PRT's change in design. This retaining wall will protect the roadway from further erosion in this tight area. The PRT also continued discussing with the Paryan District Governor that the contractor is not required to subcontract to anyone. He stated that he has spoken recently to the villages in that area and made it clear that they will not be awarded any subcontracts.

19 June 2011 -PRT Engineers conducted QA/QC of Khenj to Paryan Road Section 3.5 in Paryan District. 

Contractor was completing some hard cutting today. No significant other works have been completed.

28 June 2011 -PRT Engineers conducted QA/QC of Khenj to Paryan Road Section 3.5 in Paryan District. 

Contractor was continuing to cut along the roadway to include the area for the retaining walls.

2 July 2011 -PRT Engineers conducted QA/QC of Khenj to Paryan Road Section 3.5 in Paryan District.

8 September 2011-PDST Engineers conducted QA/QC of Khenj to Paryan Road Section 3.5 in Paryan District.

Contractor has all excavation for the retaining walls complete. Resuming construction of the retaining walls.

20 September 2011 $400k RAF has not yet been approved - SOW doesn't account for asphault or low water crossings. Project will continue to experience a 1 for 1 schedule delay until approval is given. Further delay may be incurred if snowfall delays paving.

17-Jan-12-Project is 90% cmplete. Request for Additional Funds for an additional $469,000.00 to pave two kilometers of unpaved road was approved at the CICMB board. Project is under the winter work stoppage until 1 May 2012

7-April-2012- Uploaded TOA memo between CPT Wooten and MSG Lofton and uploaded into CIDNE.

16May 12 LTC notified contractor of the change in project manager.

4 July LTC Kelly up-dated the ADR. Durning the month of June the Afghan National Army conducted a major operation on route Alabama that had a positive effect on curbing highway crime. This has allowed the contractor to make up for lost time. looking at completion between July 15 to 31.

4 August. Contractor provided a progress report and copied an email from SSG Wilkins stating that additional funding was approved. LTC Kelly checked on the additional funding. It was approved credited tot he project nor was there a contract modification. LTC Kelly got with the contracting office Major Washington an the CJ-8 Major Gregory to fix the problem. IJC has also offered assistance.

29 August 2012: The next contract modification was completed and the contractor paid for the work he has completed. This project is moving quickly and should be fininsh by the end of October.

01 Sep 2012: Updated Financial Tab Project description. CJTF-1/CJ9 DIV CIM

31 October: LTC Kelly up loaded payment document. Project moving on schedule may finish before the winter's snow

13 November the contractor has reported the project completed and request assistance with the local government to coordinate a ceremony for the acceptance of the road.

4 December waiting for ODS close out document. LTC Kelly up loaded the MFR transfering the road to GIRoA Ministry of Public Works.LTC Kelly also loaded the MGRS into location using the information from the contract

20 December LTC Kelly up loaded the ODS close out Memo, and the close out MFR and ADR signed by BG Funk, changed the project status to completed transfered.
