Project Description

Road connecting Parwan province to Bamyan province

Project Goals

Its is the top priority road for President Karzai and the Commanding General due to is potential to accelerate the development of Western Parwan Province and Bamyan Province. In coordination with USAID we have identified several major population centers along this major roadway. In coorporation with USAID and the Afghan Government we hope accelerate development and jumpstart the local economy. Additionaly this road will facilitate inter-Province commerce decreasing the travel time and cost associated with transporting goods and services between Parwan Province, Bamyan Province and Kabul. This road will provide a safety net to the fragile Afghan economy by serving as an alternate route for transporting goods and services should the Salang tunnel becomes impassable due to a natural or man-made diaster. Results

Road section completed, can support two lanes of traffic for 60 ton trucks.

Updates

4 December: LTC Kelly uploaded a MFR transfering the road to GIRoA, and changed the project status to completed-transfered

8 NOV LTC Kelly up loaded the closeo ut ADR and MFR signed by BG Funk

18 October: LTC Kelly recieved the final ODS payment sheet from CJ-8 is now closing out the project. Up loaded a signed ADR, Commander's close out and the Close out OSD sheet from CJ-8.

29 August: We are no longer able to visit the project site on the ground. We will conduct a final inspection VIA air and hold the contractor to his one year warranty.

4 July, Work at 95% cmplete.During the month of June the Afghan National Army conducted a major operation route Alabama that was successful in curbing highway outlaws. The contractor has been able to make progress on the road currently at 95% cmplete

23 Aug 11: Payment was resubmitted for Payment #7 for work 75% cmplete (Bank rejected previous payment due to account being closed). Payment was re-submitted 10 Aug. Contractor is now 85% cmplete and payment will be submitted. Documenmts added to Media: DD250 payment #7, Invoice, EFT information. Contractor says road will still be done before winter 2012.

We currently estimate the project at 75% cmplete. The road may not be complete this year due to security issues. Insurgent forces continue to build month after month in Siahgird/Shinwari Districts of Parwan. These insurgent forces (Taliban or HIG) become more aggressive and hostile as their forces get larger. All Sections of the Parwan to Bamyan Road ask U.S. Forces to please just drive along the road. Our presences should be enough to improve security. The CMST does not have a security force or support from the Battle Space owner, at this time, to inspect the road, as well as provide small security presence in Western Parwan. Also, the road has some minor land use issues but nothing that will stop or prevent the completion of the road.

20 Jun 11, uploaded the following media, DD250 #6, Invoice 7007, EFT Form, Bank Info, and Exception to Policy #1. The exception to policy was written to allow the contractor to build the road 10m wide with 1.5m shoulders in certain areas. Some resident refuse to give up there land and GIRoA doesn't want to cooperate in evicting the residents. The memorandum is to preserve relationships between Afghan and Coalition Forces, because any adverse affect of evicting residents will be the fault of Coaltion Forces.

Major work reported as resuming this week as a result of improving weather conditions. Apr 28 2010 Contractor has been doing cutting, widening, construction of embankment, sub grade, sub base, construction of volverts, retaining walls, causeways, and production of aggregate for asphalot and base course.

Contract needs to be time extended. Jul 7 2010 Contractor is doing good work. There is a more recent update (09 JUN) that was entered on SIPR CIDNE. Needs to migrate. Sep 3 2010 44% cmplete. 1st layer of Asphalt will be complete by 15 DEC 10.

DESCRIPTION OF WORK PROGRESS:

As always work is ongoing in different locations. And it is as follow

Completed works:

1- Embankment, Sub grade, 

2- Sub base: 90 % cmpleted (both layers)

3- Causeways: All Causeways are completed according to design except two of them.

4- Retaining walls

5- Culverts: The extension is ongoing and the other culverts are complete except 5 culverts. 

 Note: contractor was getting ready for starting the road base course work and they said everything is ready and they will start the trial and then after test if it be ok then they will continuo it.

 Sep 17 2010 DESCRIPTION OF WORK PROGRESS:

As always work is ongoing in different locations. And it is as follow

1- Embankment: complete

2- Sub grade: Complete.

3- Sub base: 85 % cmpleted (both layers)

4- Base course: contractor has started construction of base course and they completed about 3km.

5- Prime Coat: completed about 1.6km.

6- Asphalt binder course: contractor has started asphalt work and they completed about one km.

7- Causeways: All Causeways are completed according to design except two of them and contractor doesn't have the design of causeways and we instructed to the contractor to prepare it in one week.

8- Retaining walls: Complete

9- Culverts: The extension is ongoing and the other culverts are complete except 5 culverts.

 

 Contractor said from tomorrow they are going to stop the work because of Eid holidays for one week.

47% cmplete (1 layer of asphalt by 15DEC2010) Nov 7 2010 Financial info updated. Nov 22 2010 Up loaded ODS report showing the contractor was paid twice for 3rd payment. Instead of reciving only one pyament of $889,654.00. The contractor recieved an additional 889,654.00 on 21 May 10 for 25% wrk complete. Nov 25 2010 Uploaded Vouchers that support the ODS Report displaying when the contractor recieved a double payment.

16 may contacted contractor informed him that LTC Kelly would be the new project manager

8 June: have received project up-dates from the contractor. The contractor has started installing the culvert denial systems to prevent the placement of IED inside culverts. Has requested his second to last payment. This brings the project up to 92% cmpleted construction and payment wise.
