Project Goals
History has proven that until reliable and sustainable power comes to a region, economic development and security will remain static. With the delay of the Northeast Power System, the need for power has become a more urgent need throughout RC-East. There is power available on the existing 20kV lines, but it passes over the villages without any distribution. This creates a local sense of disparity between the villages and the larger population centers on the end of the 20kV lines. The introduction of a sustainable and reliable power source will increase economic capabilities and security in the area. Reasonable measures have been taken to ensure that other aid and reconstruction funds are not available for this project.

Updates
09 April - Loaded signed contract. 01 June 2011 - I, SSG Wilkens, have taken over as COR for the this contract. I have been informed that there was some issues with the delivery. Apparently Attayee Group, the contractor, was ready to make the first delivery but DABS was not able to accept it. I called Eng Faiq at DABS, and he said that he and the contractor were working out the details. 25 June 2011 - I received notification from Attayee Group that 100% of the items were delivered. I sent an email to Francisco Baltier to make arrangements to go inspect the delivery. Francisco works for Tetra Tech, an engineering firm that was hired by USAID to perform technical inspections for us on this project. He informed me that he had already sent his guys out to inspect the items. I informed him that I would like to be included on the next inspection and that I need about a 1 week notice prior to the inspection so I can make arrangements to get to the delivery site. He agreed to do so. 28 June 2011 - I processed the payment to Attayee Group for 100% of the contract amount on the word of Tetra Tech that all items were delivered and that all items were technically sufficient. 04 July 2011 - I had a meeting with DABS Chief of Operations-Eng Gulla Jan, DABS Project Manager-Eng Faiq, USAID Senior Electrical Engineer-Rasool Wardak, the KO-Mr Steve Rounds. We discussed the last delivery and the future delivery for upcoming projects. Eng Faiq said that some of the items that were delivered by Attayee were not very good quality and they suggested that we do not use them on future contracts. I told them that before the next deliveries are made, we all agree on a date and a place. The conclusion was that for the future deliveries, a DABS Rep, a Tetra Tech Rep, and myself will all be present to accept or reject the products.
