Paved Road From Sharana Province (42S VB 83889 68918) to Zormat (42S WB 02969 99696)

Project Goals

To provide improved access and traffic capability from Zormat to Sharana Province.This construction will enhance commerce between local communities in Zormat, Sharana and both Provinces. This road will help link the two Provincies. Comments: New SOW and cost estimate sent to BDE Dec 08. Cost increase $4,020,000 increaseing the total from $16,330,000.00 to $20,350,000.00. Contract awarded for $17,663,107.00.

Results

The project successfully paved approx. 37km of asphalt road between Sharana and Zormat. The road makes it easier and faster for vehicle traffic to travel between Paktika and Paktiya, thereby allowing for an increase in the flow of goods and services between the two provinces to stimulate economic development. ANA and AUP have set up checkpoints along the road, improving security in the area and also creating a safer environment for economic development.

Updates

Jul 15 2009 Security Update:

Progress was halted due to security issues. KTR will coordinate with local community to solve these issues and work should resume on 18 Jul 2009. Number of security personnel and the means of identification is of utmost importance.

Project Scheduled:

Mobilization of crush plant and related equipment if/when security issue is resolved.

Material Testing:

KTR will submit material testing in a timely manner and coordinate install of lab on FOB.

Reporting:

KTR will place STA numbers that are highly visible and easily identifiable. These STA numbers will be included on all reports submitted to PRT. Aug 18 2009 20090811: Awaiting for survey to commence. Due to security, contractor stated he can't get the vertical coordinates for his survey, due to the time involved. PRT ENG responded, that he must have all three coordinates for each point and to keep working the buy-in and local coordination. Aug 26 2009 20090826: Today Engineers met with ACC for the Sharana to Zormat Road construction. The contractor has mobilized about 75% of his equipment and only the asphalt batch plant remains to be constructed. The contractor inquired as to the location of the testing facility that is part of the contract to build on the FOB. Engineering contracted TF Storm to locate an acceptable site, and should have that pinned down within the next few days. This testing facility constructed out of two 3x20m conexes will be used for testing and certification of the aforementioned project, and turned over to the PRT once the project is complete. The contractor indicated that he would like to begin construction soon, after talking and negotiating with the villages along the route. He feels that by in large, he has support for the project, and those that are on the fence will come around as the progress takes them within reach of their village, which accompanies the hiring of those village's workers. Additionally, the PRT Engineers introduced the contractor to MAJ Crapo from 1-Geronimo, to touch on security issues. A follow-on meeting next Tuesday will include the contractor's security chief and MAJ Crapo's law and security specialist to discuss means for working with 1-Geronimo to ensure project security. Presently has hired 60 security personal and will expand if needed. Met with MAJ Crapo about procedures if IED is located and how to uniform their security so not to be mistaken as AAF.

Safety Update:

Contractor was informed to make sure his employees wear their PPE.

Progress Report:

Design drawings of station 5+000 to 10+000 were submitted for approval. Two crush plants have been installed, construction of the base camp has begun, 70% of machinery mobilization has been completed. The contract with the security force has been signed.

Project Schedule:

Project schedule was submitted with the contractor beginning at station 0+000. Contractor will start staking the centerline tomorrow 2 Sep 09. Contractor will start construction of the concrete pad for the testing labs as soon as the PRT approves a space here on base.

Misc:

With 1-Geronimo present, covered procedures if contractor finds IED; small rewards program; security personnel identification; points of contact. Sep 15 2009 Security Update:

RCP and contractor hired security are clearing IED's. 2 have been foung and were dealt with.

Progress Report:

First KM has been widened and compacted and is ready for sub-base. Survey by total station from 0+000 to 1+000 has been completed. 7000 cubic meters of crushed stone has been produced.

Project Schedule:

The project has stalled due to the Ramadan Holiday, and will resume again on 26 Sep 09. Contractor believes they will finish 10 KM before work stops for the winter.

Material Testing/QA issues:

Both the compaction test and the early breaks on the concrete are higher than the specifications.

Misc:

Locals are wanting to charge the contractor 400 Rupees per truck load for fill dirt. The contractor believes he should be getting it for free. Oct 9 2009 Today PRT Engineering, USAID, and Department of State met with the Paktika Directors of Public Works, Roads and Rural Development, and Economy. This is in response to the recent news of delayed work on the Sharana to Zormat Road. Also in attendance was the contractor for this road Adin Construction Company represented by Project Manager, Gulamin AKHTAR, his assistant project manager, administrative officer, quality control officer, and community relations officer. While waiting for the directors, the engineers talked about payment schedules, schedule of values, worksite office placement, FOB located testing facility, and the schedule to begin a second work crew from the Zormat side of the construction. It was stressed the importance of a schedule of values thus allowing each defined feature of work to be priced, for a quantitative method for determining percent complete. This schedule of values will be reviewed and approved by the PRT before payment will occur. Each month the contractor's invoice shall be compared with the schedule of values to identify actual work complete in terms of dollars to prevent over/under payment.

The principle reason for the meeting was the stoppage of work from the Sharana end. The PRT was notified that the contractor was being 'taxed' exorbitant prices for raw materials from the surrounding areas. The PRT engineer informed the contractor that the contract included any and all related materials for the project, and no additional funds will be added to the contract. Furthermore, that this issue was between the locals, government officials, and the contractor, and that the PRT was only acting as a facilitator to introduce the important players and start a dialog. During this discussion one of the older members of the contractors staff, stated that the Directors should be more involved and not every action should be taken by the Governor alone. The meeting concluded with the contractors and directors agreeing that the Director of Public Works would meet with the contractor and the Provincial Governor. Dec 23 2009 20091223: Contractor began work on testing lab on the FOB. COntractor reports that they are currently cutting up to 7 km, not filling due to weather. They anticipate the survey to be complete in 30 days, and they will have the full 100% design in 45 days. They still need to resubmit SOW and incorporate structure pricing. Dec 30 2009 20091230: ACC Director, Gulamin, met with the PRT engineer, Mata Khan Subgovernor and two 1-501st representatives in Mata Khan. The purpose of the meeting was to discuss the contractor's plans to start work on the Zormat/Mata Khan side, and the support and assistance the Mata Khan Subgovernor, elders and coalition forces are willing to provide in the area. Lodging and security for personnel, equipment and trucks were included in the support offered. The contractor said that he would be working in the area soon.He said that he will have 20 machinery operators and 40 security personnel. The contractor, subgovernor, and 1-501st representatives exchanged contact information; the contractor seemed pleased with the meeting. The contractor also met with engineers about the schedule of values and payment details; the progress of the testing lab, and requests to change two washes into bridges.

The contractor reported that he expects to be finished with the detailed survey in 15 days, there are a lot of changes from previous alignment. Jan 4 2010 20100103: QA inspection of Sharana to Zormat Road. Wrokers were grading at approximately 5 km from Sharana. Drove to approximately 7 km, contractor has done cutting and leveling but will not be able to work on structures until Spring, due to cold weather. Feb 17 2010 Sent contractor updated list of deficiencies for drawings submittals. Feb 22 2010 Progress Report:

KTR turned in finished design for Sta 20+000 thru Sta 30+000. PRT will review for approval. KTR has been working in the Mata Khan area, fixing weak spots in the road for public transportation.

Project Schedule:

KTR plans to finish all design work by the next scheduled meeting on 26 FEB 10.

Misc:

KTR asked to submit design plans with contours shown out to 20M on each side of center line. No work on structures due to freezing weather, will continue as weather dictates. Feb 26 2010 Progress Report:

KTR is working on the sub-grade at Mata Khan and is looking for a local barrow pit to acquire fill dirt. KTR submitted his 90% design submittals for PRT approval.

Project Schedule:

KTR plans on having his 95% design submittals finished by our next meeting on 16 Mar, will notify if finished earlier. The KTR was asked to submit the needed structural designs and hydrology survey a long with a more detailed topography survey.

Misc:

KTR was asked to turn in a schedule of structures with his next submittals. KTR will hire another crew to start sub-base, and is going to try to get back on schedule. Feb 27 2010 20100227: Met with ACC 26FEB2010 regarding the Sharana to Zormat Road project.

The Contractor submitted the 90% drawings. Owner Gulamin, designer Rehan, AED Tom Brinkworth, and COR LT Jeremy Potts discussed outstanding submittal items and tweaks that should be done to the 95% drawings due 16MAR2010. The PRT still has not received all structural and reinforcement details nor the water hydrology and topography survey nor structural design details. Gulamin stated he would submit the water hydrology survey and structural details with the 95% drawing on 16MAR2010. Additional inclusions to the 95% drawings will be a structure schedule showing all deviations from typical dimensions for all structures. Other design details were discussed using the November design submittal review as a basis. A new design review comment sheet will be created off the 90% drawings to be used in reviewing the 95% drawings by the new PRT ENG COR. Gulamin was asked to ensure that two sets of drawings were submitted for all future submission so that one can be returned with markups; he agreed.

When the topic of the bridge that a village had asked to be built instead of a wash, Gulamin was told by LT Potts that the PRT would not executing a change order for this or adding cost to the project. The intention is to stay away from indicating that there would be any changes to the contract and that the terms would be strictly enforced. Gulamin was reminded that he was to provide a roadway that allowed for clear passage of vehicles during the wettest seasons without restricting waterflow. He stated that his solution was to dig the causeway (wash) deeper to match the downstream side of the wadi, therefore preventing backup from reaching any adjacent buildings, a main concern for the villagers. He was instructed that the PRT cannot tell him how to address the issues of drainage or sizing of structures in the project, but can only approve his design or disapprove of it, and that it is up to ACC to survey and propose the best course of action in their design-build contract.

ACC stated they were working on sub-base out of Mata Khan, and have secured an agreement with the police in Mata Khan to work on the side providing additional security to the road. When questioned, Gulamin clarified that the police was being paid for duties in addition to his normal police duties. He was reminded that the road not only benefits the people but also the government and police, and that the police should not be paid for performing their normal duties. Gulamin agreed.

Discussion turned to schedule, and Gulamin was reminded that he must submit a schedule prior to any payment. Additionally, Gulamin was reminded that he is four months behind schedule, according to the original CPM, and was asked how he intended to get back on schedule to complete the road before winter. Gulamin stated that very soon they will begin working again from the Sharana side, and hiring additional people to follow the sub-base work with sub-grade work. This would allow work to be performed in delayed parallel so that progress on the project could be increased.

At the conclusion of the technical meeting USAID rep Joshua Gill was invited to participate regarding the asphalt plant and ANP interference issues. The contractor was asked to provide names of ANP who visited the asphalt plant the next time they show up. Additionally, the contractor was instructed to find out from the owner of the land being rented for the crush plant if the owner also owned the land the asphalt plant was located. If so, to have him provide a letter stating the agreement between ACC and the landowner to mitigate any further interference. Furthermore, ACC was asked if they would be willing to have a separate meeting with the director of public works to allow for any issues to be aired. The company seemed skeptical but willing to meet. This is understandable given the lack of cooperation aired at the last meeting with DPW in the fall.

LT Potts brought up the issue of the testing laboratory. Gulamin was asked to keep personnel numbers to a minimum, and if it were possible if the three people manning the laboratory could clean up after themselves versus having to bring a fourth person in to only clean. He said he would look into the issue. Gulamin stated that Rizwan (QC and testing lab head) was returning from Pakistan with the security paperwork necessary to get a FOB yellow badge. For continuity, Tom Brinkworth will take the lead on this until the new PRT ENG team arrives. Gulamin asked about vehicles to take materials from the gate to the testing laboratory. He asked if it were ok to purchase a used vehicle or corolla to use. Gulamin was reminded of the vehicle called for in the contract, (see SOW), and that we would like him to stick with the procurement plan.

AED Rep Tom Brinkworth will be submitting a separate report. Mar 17 2010 Security Update:

Security has not been an issue as of late. Near Mata Khan, the AUP help watch the road. The KTR will employ 96 security guards to watch elsewhere.

Sub-grade and compaction is being worked on thru station 14+000. Asphalt plant location issues have been solved and the plant has been erected, electrical connections are progressing.

Progress Schedule:

KTR will have two teams working on the sub-grade, first team will be working STA 14+000 to 20+000, and the second team will begin at STA 20+000 to 37+521. Once the first team is finished with the sub-grade to 20+000, they will begin sub-base at STA 0+000. KTR was given a verbal notice to proceed with a written notice to follow, to start the structure construction.

Material Testing/QA issues:

KTR asked to schedule a badge appointment for 4 employees who have their paperwork finished. One more to follow. Badges need to be unescorted, work day only, no overnight.

KTR's invoice is under review and will be processed as soon as possible.

Misc:

KTR has set up a sub-base at Sudaykala, near an ANA base @ STA 20+000. PRT will inspect the lab while the badge appointments are taking place. Mar 31 2010 Security Update:

KTR met with Mike Bowles, about installation of security post along the road and will meet with him again on 2 Apr 10 to train security. KTR has employed additional security in Mata Khan for protection in this area.

Safety Update: 

KTR conducts weekly employee safety meetings, and reports that there have not been any accidents to date. Workers have been observed not wearing the PPE required by the contrat specifications, and the KTR was warned that continued non-compliance could result in termination of contract.

Progress Report:

Sub-grade is being worked on out to STA 20+000, KTR has started a second road crew to work on sub-grade. KTR has acquired a new barrow pit near Mata Khan for his sub-grade material. Completed sub-base from STA 0+000 to 1+000 needs to be reworked due to winter weather and local traffic.

Project Schedule:

KTR plans to start sub-base from STA 0+000 thru 5+000 and to start on causeways #2 and #3. KTR is ready to start concrete construction on causeway #1.

Material Testing/QA Issues:

The concrete fotting at STA 1+940 is to be removed due to non-compliance of the contract specifications, the concrete being mixed on the ground, using inferior materials in the concrete mix, and not consolidating or vibrating the concrete when placing is in direct violation of the SOW.

Invoice & Payment:

PRT is in the process of reviewing the KTR's submitted invoice and will be in contact with the KTR by 2 Apr 10 with the approved percentages.

Misc:

KTR's representative Engineer Rizwan, was presented a cure notice for the non-compliance of the contract specifications, KTR was instructed to make the necessary corrections or the contract will be terminated for default. KTR is needing access to the lab testing facility, PRT is working on getting the yellow badges needed for unescorted access to the FOB. KTR will need temporary lab access on Friday, 2 Apr 10 to obtain cylinder forms for the cylinder test. KTR said all concrete will be mixed in a mechanical mixer, and if need be, will be stored on a poured concrete slab prior to placement. Apr 12 2010 Security Update:

KTR received intel from teh Mata Khan AUP that AAF will be targeting the road security force. On March 31st the road security force was attacked at STA 8+000, after a 30 minute encounter the AAF retreated and the US Army and AUP were notified of the situation. A local national sustained major injuries and had his car destroyed when he ran over a pressure plate IED. Mike Bowles has scheduled a training session, with the KTR's security personal, to cover mine detection.

Safety Update:

KTR reports that a safety manager has been hired to help enforce the contract requirements.

Progress Report:

KTR has re-compacted the sub-base out to STA 3+000, and will provide compaction test results. KTR has demolished the unacceptable foundation at retaining wall #2. KTR has hired a new project manager, Ghulam Sakhi, who has worked on the Sharana to OE Road.

Project Schedule:

Asphalt design and plant calibration will take approximately 15 days, KTR believes he will be ready to pave on 1 May 10. KTR stated he would not start paving until 5KM of sub-grade is prepared. Once started, KTR believes he can fully complete 1KM every 4 days. KTR is working on retaining wall structure #2 and the slab culvert at STA 1+940, in preparation for paving.

Material Testing/QA issues:

KTR is preparing to pour causeway #1, and was reminded to use air-entrained concrete and to provide test results. KTR has a supply of FOSROC AE 316 add mixture for this purpose. KTR was instructed to keep traffic off the fresh concrete, during the curing process, for a minimum of 10 days.

Invoice & Payment:

Payment #3 is being processed for the full amount of the invoice.

Misc:

Rizwan, the project Quality Control Engineer, will be on leave starting 13 Apr 10. PRT staff explained to the KTR the importance of the daily correspondence, which is specified in the SOW. PRT needs the pictures and updates for project oversight and to schedule the QA missions. Apr 15 2010 work plans to ramp up on this project in the coming weeks. nothing new to report at this time. May 1 2010 Construction slowed due to several attacks on the KTR, security and AUP. Project was shut down 18Apr-27Apr. See attached QA reports and Meeting minutes. May 7 2010 Sercuity situation has deteriated. KTR only worked 5 days since 14APR2010. AUP not allowing KTR to enter job site. Having trouble securing escorts so that the KTR can perform testing clause of contract. Not receiving support from other units on FOB. May result in submitting RAF for $5000/month for duration of contract. Other solution would be a RAF to move testing lab off FOB. May 28 2010 KTR stopped work due to invoices not being paid. Invoice submitted to FOB Sharana finance and they in turn submitted to BAF. Once at BAF we lose visiblity of payment. Jun 6 2010 Two lab tech failed initial screening for badges, more in depth interview by CI scheduled for 12JUN2010. KTR reports receiving payment, although from KTR report it appears they received $13K less than what was paid by Finance. Starting investigation of issue within the next 48 hours. KTR was observed working on site, with survey team and road crew placing sub-base from STA1+200 to 2+000. Asphalt design was started on 05JUN2010, expected duration of test is 10-14 days. Once approved placement of asphalt may begin. Jun 9 2010 Progress meeting with KTR on 08JUN2010. KTR has decided that pipe culverts are a more effective means of construction and has requested PRT approval to change design. Road profile my prevent RCC pipes from being installed at all locations, there must be a suitable amount of earth covering pipe or the weight of passing vehicles will collapse culvert. KTR to submit designs 13JUN2010. Asphalt mix design is in progress, KTR will calibrate asphalt plant after lab tests and should be able to place test section on or about 20JUN2010.
