19 km Asphalt Road

Project Goals

The primary goal of the project is provide the people of Khaki-Mushaki Village, Shibar District and Bamyan Province a safer road upon which to travel. The current dirt and gravel road is inadequate to allow for traffic speed to exceed 50 kmph, thus causing delays in healthcare, security response by ANP, and commerce delivery. The paving of the road will increase healthcare and security response, as well as allow truck drivers to safely deliver the goods on time. The secondary goal is to provide truck drivers with an alternate route for transporting goods from the north, through Baghlan to the south western provinces during rennovation of the Salang Tunnel. Comments: Completion of this project will potentially enhance healthcare, security and commerce for Parwan and Bamyan Provinces. The travel time for 19km on the current dirt/gravel road is 1 hour. A properly constructed asphalt road would reduce this time by more than half, thus providing people with quicker access to healthcare, security and commerce.We have reviewed KTR's 60% dawings/design and are scheduled to meet with them about our concerns on 09-JAN-10. The drawings are good however, he cannot "make" the grade of slope on a few sections of the road thus, we will grant him an exception (as permitted by regulation).

Feb 5 2010 On 27-JAN-10 PPO Adams and USACE Stratton met with KTR to review his 90% Design. We were very please and Accepted it. KTR stated he plans to Mobilize on 01-MAR-10. KTR stated he plans to START WORK on 01-APR-10. 

Telecon set for 06-FEB between PPO, KO, and KTR to discuss WHY his latest cost proposal is not reduced to coincide with the less stringent revised SOW.

May 17 2010 This project is estimated to be 2-3 weeks behind schedule. Weekly IPR's have be conducted weekly to ensure timley completion on schedule and to standard. These meetings will be conducted on a weekly basis for the duration of the project. There are land use issues associated with this project, a meeting with local land owners and provincial government has been scheduled for 18 May 2010. A new site manager has been hired to get this project back on track. The quality of work has been acceptable to this point. 

May 29 2010 This project is estimated to be 2-3 weeks behind schedule. Weekly IPR's have be conducted weekly to ensure timley completion on schedule and to standard. These meetings will be conducted on a weekly basis for the duration of the project. There are land use issues associated with this project, a meeting with local land owners and provincial government was held on 

18 May 2010. All land use afreements have been signed. A new site manager has been hired to get this project back on track. The quality of work has been acceptable to this point.

These meetings will be conducted on a weekly basis for the duration of the project. I'm still waiting on the contractors get well plan to get the project back on schedule. I inquired about on June 3, have not received a reply. The quality of work has been acceptable to this point.

I have spoken with the KO, a letter of concern may be sent to the company president. The quality of work has been acceptable to this point.

The plan submitted on 16 June was not complete and did not address aqequate measures to complete project on time. I am in the process of setting a meeting with the owner to address the PRT's concerns. I have spoken with the KO, a letter of concern may be sent to the company president. The quality of work has been acceptable to this point.

Jul 10 2010 The project is still behind schedule, the contractor has submitted a get well plan that has the project back on schedule by September 2010. Significant work has been accomplished along 14Km of road. Critical plants are in place and operational. Quality of the work is satisfactory to this point in time.

Aug 18 2010 USACE Representative stated that contractor work plan is operating successfully, and has caught up to schedule. Quality of work is satisfactory. 

Sep 16 2010 Awaiting the return of the USACE engineer to return to discuss and verify that the project is on schedule. Based on the 270 work schedule the project is behind schedule by 3-4 weeks. The companies asphaly plant has not arrived on site and is currently in Pakistan. At this stage of construction this is the most critical component for the project. I see no asphalt being laid this construction season based on delivery dates, set up time for the plant and the coming of winter. Based on historical weather data paving cannot be accomplished between 15 October-15 April. I recommend that a letter of concern be sent to the company by the KO. In addation fines should be condisered for the company not meeting construction deadlines. 

Oct 2 2010 Held contractor meeting 29 September 2010. The parent company has once again fired all the project managers on site and brought in a new site management team. The project is 3-5 weeks behind schedule and will not be completed by the contracted end date. They have just started placing aggreiate sub base and the asplalt plant is still in Pakistan. Based on authorized delays and the impending shutdown for winter, the project completion date has been moved left to 31 May 2011. 

Oct 20 2010 The parent company has once again fired all the project managers on site and brought in a new site management team. The project is 3-5 weeks behind schedule and will not be completed by the contracted end date. They have just started placing aggreiate sub base and the asplalt plant is still in Pakistan. Based on authorized delays and the impending shutdown for winter, the project completion date has been moved left to 31 May 2011. A letter of concern has been drafted, and will be signed by the contractor 1500, 20 October 2010. A 90 day addition to the performance period is being worked by the KO in BAF. Once this contract modification is official, a new project completion date will be calculated. 

Nov 3 2010 The KO, CPT Emerson has authorized a contract amendment to change the performance period by 90 days. Also 67 days were addded for authorized delays as determinded by the COR. The new contractual end date for tis project is 5 Feb 2011. This end date does not take into account the anticipated suspension of construction activities 15 November -15 April 2011. Once constructino is halted for the winter, the COR is going to have to calculate a new end date based on the actual length of the winter season. Based on the contract modification the contractor is curently on schedule and should complete the project in the allotted time. 

Nov 18 2010 SFC Ramos the new PM on this project nothing has change yet. We will be doing our inspection 21 Nov. Nov 29 2010 27 Nov when we visited the Section 7 construction site, there is no activities on the site I already emailed the contructor twice ( 1 emailed dated 28 Nov '10) I try to call him also multiple times but no response at all. 25 Jan 2011, Meet with Capt Rebecca Emerson and SFC Pablo Ravizzoli both USA Centcom Contacting Officer in Bagram Air Force base(BAF) on 22 Jan 2011. The topic that we talk about are "project new end date" and "the Bitumen price escalation", which they are both in review. Submitted the bitumen price escalation documents and the request to halt the project memorandum to them.Project is still on halt because of the cold weather.

21 FEB 2011, PROJECT HALTED(01 Dec 2010 TO 15 APR 2011)DUE TO THE WEATHER CONDITION. WAITING FOR CONTRACTING OFFICER'S DECISION ON THE NEW END DATE. 

02 March 2011, PM: SFC Joseph Ramos: Currently waiting on KO (SFC Pablo Ravizzoli) to approve the projected date of completion modification. His expected date of return from R&R is the 10th of March. Will call to check status at that time.

25 MARCH 2011- Talk to Mohammad Nabi, new Project Manager 

Issued the Engr a new notice to proceed to be signed.

15 April 2011, Proeject resume 100% manpower, equipment construction. Up loaded Bitumen price escalation claim by Section 7, approaximately 19 kms, in the total amount of $321,125.00. 

07 May 2011, Project is on-going with road widening and drainage constructions, 8 kilometers of the road was being prepared for asphalt overlay, project is estimated to be 67.00% 

06 June 2011, Uploaded 5th payment documents project, PPO SFC Lathrom and USCE representative William Stratton inspected the project 13 May 2011 (during my R&R leave) found that the project is 75.00% completed. Contractor submitted payment of 25.00% the total amount of $2,329,907.00. On-going widening of the whole stretch of the project is in process, preparation of the 8 km for asphalting is in progress as well. Bituminous materials was delivered on site.

03 July 2011, Up loaded modification for a new end date of 17 November 2011 approved by the new Contracting Officer Mr Steven Rounds. The project is scheduled to start overlay of the prepared 8 km road this week. Asphalt design analysis was dropped yesterday by the contractor for review. Cannot physically visit the project due to the new Vehicle Movement Policy Letter #23(organized under or supported by CJTF-1), signed by MG Daniel Allyn. TF Patriot, PRT Bamyan, LTC Mault request exception to this policy, still waiting for the result. As of this time only the QA/QC from the contractor is where the percentage of the project completion was based. Project is approximately positive 68%.

2 August 2011, Project was asphalted approximately 5.0 KMs and they will continue asphalt overlay for the 3.0 KMs that was previously prepared. The cutting and widening of the 19 KMs road was approximately 85% accomplished and the road remaining base course preparation was approximately 40%. All structural part of the projects like box culverts and retaining walls was approximately 70% accomplished. The oveall project accomplishment was approximately 68%. Accomplishment of this project is based from the weekly progress report submitted by the contractor. Policy Letter #23 was approved, our inspection schedule on the project will be 11 August 2011.

04 September 2011. Visited project 11 August 2011, Asphalt Overlay is on going, the total asphalt overlayed was 8 Kms and 4 kms of base preparation. The project is in positive status, requested an additional 120 working days, 136 working days due to winter season. Contract completion requested is extended to 31 July 2012. The overall project accomplished was approximately 70%. Uploaded approved mod #00004 for time extension.

06 September 2011, Up loaded document, Project Management Plan.

18 September 2011, Project is 72% accomplished. 8 kms of road had been asphalted, preparation of 4 kms road is on going. The total widening is 87%. The project in positive status. New end date 31 July 2012.

03 NOVEMBER 2011: 8KM of Asphalt has been completed. New Pictures submitted by contractor.

18 November 2011: During phone and email conversations with contractor, he informed me that 8km+ were paved.

10 December 2011: Resubmitting CERP nominations in CENTRIX.

11 December 2011: Project halted due to winter weather.

18 February 2012: 6th Payment document uploaded.

02 April 2012: No update as the weather has been too cold for the contractor to lay asphalt. -KMG

09 APR 2012: Project inspected. See Project Inspection Report attached. LKO

14 MAY: Project is resuming construction, completion percentage changed to 70%. SM. 

14AUG12: Site Survey of Section 7 starting from East end. USACE SME assesses the project to be 85% completed. Media of site survey specifics uploaded to CX-I

31 Aug 2012: Changed PM to LTC David Kelly, Corrected Completion percentage to 85%, added Financial Tab Information and uploaded LTC Kelly's 577 and training Certificates. CJTF-1/CJ9 DIV CIM 

25 October: Lt Starcher who was serving as the DHHB Project COR redeployed tot he U.S. LT Orndorff has taken over LT Starchers responsibilities and conducted a site visit on October 24. He reported the project bein g95% completed with a list of punch items to be corrected by the contractor.

4 December: Several project up-dates are missing due to the software. The project is 100% completed, final payment has been requested, waiting for the ODS Close out document. LTC Kelly up loaded the project Transfer MFR giving the road to the Ministry of Public Works.

15 December LTC Kelly up loaded the Close out MFR and ADR. Still waiting on the close out OSD from the CJ-8 finance. LTC Kelly decided to upload the close out MFR and ADR because he will be leaving within 15 days and didn't want the documents lost.

19 December LTC Kelly up loaded the Transfer of Authority MFR giving the projct to Mr. Lipari. We are still waiting for the final ODS sheet from the CJ-8. We have confirmation that the final payment was made.

27 December 2012 LTC Kelly up loaded the final close out ODS sheet and changed the project status to Completed transfered
