Project Goals

Goals: Currently Shindand District, with an approximate population of 240,000, does not have adequate advanced health services. This project will enhance the quality of and quanitity of care facilities. 

Provide advanced health services where services are not currently avaliable 

The project will not only improve our standing of the municipal, district and provincial government, as well as the GIRoA, with the residents of Herat Municipality. This Project makes use of Italian and Afghan engineers from PRT Herat. 

The endstate of this project is to meet the need of healthcare for the population of Shindand. It also intends to showcase the district and provincial government's intentions to serve the population of Herat Municipality. Another goal is to enhance synergy between US and Italian development (BUILD as per COMISAF's SHAPE, CLEAR, HOLD, BUILD) efforts through this combined project.

Results

The hospital continues to function at a low capacity due to the lack of funding for generator fuel. The hospital is seeing approximately 300 patients per day, and is conducting surgery when required.

Updates

5 May 2011- Presented project to the USFOR-A CRB. Project deferred a week due to RFIs. 1) Is there a current district hospital in Shindand, 2) How will we fund equipment, and 3) Is 1-3 years too long for perofrmance metrics.

9 May 2011 - RFIs answered and forwarded to USFOR-A. Price has increased from $4.9M to $5.1M due to equipment being added to the cost estimate.

28 September 2011 - Project funded

20 October 2011 - Notice to proceed issued

4 November 2011 update - Initial preconstruction meeting held with contractor. Project is in design phase. 65% Dign submittal due on 2 February 2012- construction and work to commence on/about that date.

13 February 2012 - 99% dign submittal complete, groundbreaking held on 28 January, contractor mobilized on site and initiating construction.

27 April 2012 - 25% cplete based on most recent USACE TAS project report. FIM for addition of 24 beds currently under review at IJC J9 for re-boarding. Cost estimate for 24 bed addition is approximately $1.3M- in addition to the initial contracted amount. Current contract constructs a hospital of only 28 beds despite 50 bed initial design/SOW that was included with the project documents reviewed and approved.

10 May 2012 - Changed estimated cost from $5,403,049.00 to $6,435,930.90 to reflect requirement of 50 bed hospital per orignal document, reference: Funds Increase Memoradum (FIM) dated 25 March 2012.

*** Changed estimated completion date to 13 Jan 2012, basaed on ACE weekly status report.

22MAY13 - Missing Spare parts replaced, O&M manual and as-built drawings complete, load bank and nurse call buttons installed, warranty repairs complete 

22JUN13 - USACE received back Release of Claims Memorandum from the Contractor.

26JUL13 - Updated actual completion percentage. Still waiting on USACE to confirm final payment.

27JUL13 - Received USACE Corporate Business Report showing last payment of $50K was transferred to contractor on 11JUL13.

28JUL13 - Received certified ODS from J8 with zero balance remaining.
