Project Goals
History has proven that until reliable and sustainable power comes to a region, economic development and security will remain static. With the delay of the Northeast Power System, the need for power has become a more urgent need throughout RC-East. There is power available on the existing 20kV lines, but it passes over the villages without any distribution. This creates a local sense of disparity between the villages and the larger population centers on the end of the 20kV lines. The introduction of a sustainable and reliable power source will increase economic capabilities and security in the area. Reasonable measures have been taken to ensure that other aid and reconstruction funds are not available for this project.

Updates
07 July 2011 - The RFP for this project was sent out on 20 June 2011 with an expected award date of 15 July 2011. 01 Aug 2011 - Contract was awarded to SHOA Panjshir on 28 July 2011. We conducted the post award conference with the contractor today and worked out a refined delivery timeline and payment plan. The original KO for this contract is on R&R, so we will revise the contract after his return. The first delivery is scheduled for 01 September 2011. The over period of performance for this contract will be modified to 6 months. 07 November 2011 - This village is scheduled for delivery in Feb timeframe. The contractor is currently following the schedule closely, so this timeline should not be affected. DABS has yet to stand up their Kabul crew and actually start the installation, but the materials are just now arriving. A PM has been appointed from DABS, so the crew should follow soon. 05 March 12 - Contractor for this village also has contract for 13 other villages. The first five villages have been delivered, but the contractor is acquiring materials much slower than originally anticipated. DABS is not installing the materials quickly either, therefore there is no rush on getting the materials delivered. The contractor has stated that the materials for the remaining nine villages, to include this one, will be delivered NLT 31 March 2012. Testing of the Steel poles for the contract also took a long time. DABS did not have a standard; therefore one had to be created. After multiple meetings with DABS, a standard was established and pushed out to the contractor. Testing reports have been uploaded into CIDNE. 15 May LTC Kelly contacted contractor informed him that he was the new project manager. Was given a progress report confirmed by DABS that 10% o the equipment (Poles) were still waiting to be delivered. The contractor sent photos showing new equipment that was delivered to DABS being stored out side in the weather. 6 July: Major confusion on this contract. The contract is signed, but no payments have been made becuase the contracts have not been started. The progress reports were for a similar village electrification project. The contractor is waiting for DABS. LTC Kelly has contacted DABS about the projects which are located in Kabul Province and has not received an answer. LTC Kelly will wait until the Jabul Saraj Hydro Electric plant project is restarted before telling DABS and the contractor that the project will be canceled. The reason for the delay is these project may be used as a trade in payment between DABS and Contracting for the Jabul Saraj Hydro Electric plant over runs. The COntracting officer has been made aware of this situation and the miss information. LTC Kelly 4 August LTC Gave the contractor the go-a-head to complete the contract after talking to the Minister of Energy and Water and the contracting officer. Contractor reported that they had all items ready to ship except the concrete utility poles. 30 August: Recieved confirmation from DABS that the contractor was delivering the materials and may be completed by September 3rd, 2012. All nine contracts that the contractor has are at the same stage of completion. LTC Kelly 18 Oct 12 LTC Kelly reported that the project was completed will process final payment 31 October LTC Kelly up loaded the final payment documents still waiting for the final ODS close out 10 November LTC Kelly up loaded final ODS close out sheet. Will close this projectout with the bulk MFR and ADR signed by BG Funk at a later date 8 December LTC Kelly up loaded the close out ADR and MFR and changed the project status to completed transfered
