100% Paid Physical Work - 100% Final Payment was paid FEB 10, 2012 per ODS dated 18 FEB 2012. CMST is currently preparing closure report. Issues were raised in early FEB about the quality of the culvert IED protection. The issue was brought to the contractor, and the contractor has repaired the culvert IED protection. Contractor states the repairs will be finished by 20 FEB and will provide pictures of all culvert IED protection. IED protective gates are being built to USACE (TF Maverick, Mr. Gortsema) specifications. ------------------------------------------------------------------------------- Met with FMCC and Shinwari Govenor on 5 Nov to discuss Culvert/Road Issues Met with KMCC on 19 Oct 2011, discussed issues with weather and security along the road. 9 Jul 11, uploaded the following media, DD250, Invoice 8005, EFT Form, and Contract Modification P00001. We currently estimate the project at 75% complete. The road may not be complete this year due to security issues. Insurgent forces continue to build month after month in Shinwari District of Parwan. These insurgent forces (Taliban or HIG) become more aggressive and hostile as their forces get larger. All Sections of the Parwan to Bamyan Road ask U.S. Forces to please just drive along the road. Our presences should be enough to improve security. Sep 30 2009 Payment information has not yet been received from Finance. Nov 9 2009 This contract was written to require construction of 22.5 km of roadway in a 180 time period, inclusive of roadway design/mountainous construction conditions/contractor development of construction skills. This is an entirely unrealistic condition to have included in the Statement Of Work and this required timeframe is impossible to meet if there is any degree of quality desired for construction. This project will take at least 6-12 months from now to complete with completion suggested now for 30 Nov 10. Dec 9 2009 Work continuing though is being hampered by winter conditions. Dec 23 2009 Construction of road embankments, sub grades, box culverts, causeways, retaining walls and widening of roadways continues. A mosque/religious school is in the road right of way and needs to be demolished and rebuilt. Discussions between villagers and contractor underway to resolve issues. Jan 17 2010 Construction of road embankments, sub grades, box culverts, causeways, retaining walls and widening of roadways continues. Elevation problem discovered with sub-grade/survey/BM (bench mark). Contractor instructed to correct it, a drainage problem and concrete design mix issue of gravel size. Feb 27 2010 Construction of road embankments, sub grades, box culverts, causeways, retaining walls and widening of roadways continues. Major work is reported as resuming with improving overall weather conditions. Apr 28 2010 Contractor has been doing cutting, widening, construction of embankment, sub grade, sub base, construction of volverts, retaining walls, causeways, and production of aggregate for asphalot and base course. Contract needs to be time extended. Jul 7 2010 The quality of the work is very good. There are some security issues and the contractor owe's the PRT a report regarding them. Paving was supposed to start two weeks ago, however, due to paver problems, this did not start on time. Paver issue has been resolved and paving has restarted. Sep 3 2010 DESCRIPTION OF WORK PROGRESS: As always work is ongoing in different locations. And it is as follow Completed works: 1- Embankment, Sub grade, Sub base 2- Sub base: First layer is complete, and the second layer from K 0+00 up to 8+700 km including cleaning and leveling. 3- Base Course: From 0+00 up to 7+700 is complete including all the tests both side. 4- Prime Coat: From 0+00 to 6+400 km is complete 5- Asphalt Binder course: From 0+00 to 6+200 Km both side completed 6- Causeways: All Causeways are complete according to design only one which the length is 200m is ongoing. 7- Retaining walls: All retaining walls are compete except 50m 8- Culverts: There are 63 culverts and 85% is complete and the other 15% is the extension which will be completed soon. 9- Drainages: All stonemasonry drainages are complete except 20m and that is in front of one house and they are not allowing contractor for construction of drainage.
