Project Description
Design and construct a two-way permanent bridge with abutments, piers across the Shakhur River at Regak, located in the Shaheed Hasas District of northwestern Oruzgan Province. The construction of a permanent bridge at Regak will establish a permanent transportation route that will improve commerce, security and GIRoA support to the local population. The closest river crossing is located at Chutu, approximately 36 kM south of Regak. Currently, villagers north of the river are unable to access medical services due to the fast flowing and deep river during the spring thaw.
Project Goals
DESIRED EFFECTS: The construction of this permanent bridge is consistent with Pillar III under Economic and Social Development and has been identified by the Afghan National Development Strategy as key to improving livelihoods, reducing poverty and vulnerability in rural areas. The bridge will provide a around the clock, year-round, safe crossing point over a fast flowing and deep river. This will improve opportunities for rural households to access markets, education and medical services. MEASURABLE EFFECTS: The development of the transportation network with a safe and reliable river crossing will provide an 80% increase in market accessibility and trade opportunities. This creates incentive to produce growth-market goods for export and trade resulting in economic "micro-booms". Post-construction, the average household will experience a 50% income increase within the first two years and potentially a 200% increase with continued development. This economic prosperity can generate a four-fold increase in general trade opportunities. This significantly reduces poverty, poverty-related illnesses and secondary school drop out rates. Comments: USAID will provide contracting mechanism. The intent is for the contractor to provide one year warranty service. This will allow time for MoPW to develop the capacity to assume responsibility for O&M.
