Project Description
Provide all labor, materials, and equipment to build a 5km road with a compacted crushed surface course between the Villages of Dumlum to Shalagal, Alishang District, Laghman Province at Grid Coordinates 42S XD 022 623 (SP) to 42S XD 100 648 (EP).
Project Goals
This project will improve/build a 5 km road with a compacted crushed surface course in the Alishang District linking Shalagal to Dumlum to Alishang and Mehtar Lam. This road will provide increased access to healthcare, farming markets, and job opportunities for approximately 11,000 families located along the route. The Mayl River valley is mainly a farming area that sells their products at the district center at Alishang and Mehtar Lam city. The road will provide a safe and reliable means of transporting agricultural products to the main markets in the Mehtar Lam and Alishang. This road project will also provide better access for emergency services to this remote but densely populated valley. This urgent humanitarian need will be the catalyst in an economic turn-around of the valley, while extending healthcare to the entire region. Desired Project Effects Provide safe and reliable access into the Mayl River valley. Extend access to healthcare into north-eastern Laghman Province. This project will employ about 500 local personnel for 7+ months. With this road, over 11,000 families will have quicker and more reliable access to Dawlat Shah, Alishang and Mehtar Lam, which will boost the economy within all of Laghman province. Upon completion of the road, better access to the job market in Mehtar Lam will be available which will increase the number of employed people in the region. Measurable Effects Increased support for GIRoA. Increased economic activity, up to 20% increase over 1 year span. Higher job employment, reduction in unemployment by 10%
Results
Project is 100% cmplete and roadway is open for use providing corridor for travel to thousands of Afghans.
Updates
10 October 2011: project is still under construction and is approximately 97% cmplete. Company name is Alingar Alkozai Construction Company {AACC) 15 October 2011: Visited site to perform QA/QC on 16 September. We were unable to see the last 3 km due to security. We have not been able to get back out due to operations in the area, but have scheduled a mission within the next week. This mission should help close out the project as all that is left is installing CDS. Project remains at 97% util all punch list items are completed. JP 7 November 2011: Punchlist items and final inspection have been completed. Project is 100% cmplete and all closure documents at the PRT level have been signed. RCC-E has been forwarded all documents for final payment and closure. 9 December 2011: Final Payment has been verified and all closure documents have been uploaded to project media files. 12 Jan 12: Uploaded PPO delegation letter to media files
