Project Goals

Kandahar City currently has limited water distribution system serviced by 15 shallow wells (50-125 meters), of which less than half are semi-functional. This system sporadically delivers potable to less than one third of the total population (estimated 850,000), with wells and pipe runs that cannot be effectively repaired in place. The Kandahar City water system is maintained by the Afghanistan Urban Water Supply and Sewerage Corporation (AUWSSC), a national body within the Ministry of Urban Development. At the provincial level, it is directed by the Mayor and Director of AUWSSC. Rehabilitation of the existing water system is outside of the current municipal capability. Current efforts from various International Government Organizations / Non-Government Organizations (IGOs/NGOs) have been made towards repairing the existing Kandahar City potable water supply system, but no new well sources have been created. Current hydro-geological data strongly indicates that deep wells are required to connect into a deep aquifer containing water untainted from city septic contamination. Access to drinking water is consistent with Islamic tenets and therefore these new wells will be protected by the citizens as a basic need for health and welfare. Delivery of additional potable water sources will serve as an obvious demonstration of e ffective National, Provincial, and District governance. Public availability of potable water will save lives and create civil stability.

This project will consist of drilling three deep wells that will connect to a deep aquifer supply for Kandahar City, increasing the supply of potable water to the city. Well installation is to include well head size/location designs, and the associated local storage and system connection designs. Drilling contracts will be for an initial three (3) deep wells (1200-1500 FT) with bore holes of approximately 8 inch diameter or greater, and the immediate proximity installations required for connection of these sources to the existing Kandahar City supply system in accordance with a master plan.

08 FEB 2014 Uploaded base contract, all contract mods, and contract closure statement. This project is ready for closure, however, RC South is waiting on USACE to de-obligate the funds remaining on the MIPR. Once this is complete, closure documents will be uploaded, and project will be officially closed.

18OCT2012 The RC(S) infrastructure team has been in coordination with USACE. LTC Robert Bensburg has worked with USACE Program Manager Linda Murphy. USACE is currently looking for direction as where one of the well locations should be moved to. Steve Farkus

30OCT2012 USACE has all direction from RC(S). They must work with their contractor to get work at Well #3 restarted.

20NOV2012 46% USACE reported that Well #3 collapsed on the evening of 16NOV2012. This means that the excavation made by the drilling operation gave way and filled-in. USACE will be looking for specific guidance as to the exact relocation of Well #3. The modification for Well #2 has still not been signed by the USACE KO. Sf

10DEC2012 46% Complete. No water found at well #1 site. Solution is optional Well #4. Option cost is $860,456. Current year funds required.

17DEC2012 46% Complete. Suspension of Work is lifted on Well 2 and 3. Modifications in process to change location of well #2 and settle suspension. New CCD is anticipated at 18 APR 13 and BOD 18 JUN 13.
