Project Description

Kandahar City Power Distribution System/DABS immediate electrical equipment upgrade includes transformers,distribution panels, power meters, switches and wiring. These are the initial/immediate repairs required as part of the design and construction of a medium and low voltage distribution network that will provide a significant upgrade to the Kandahar City Power Distribution System.

1. Support the District Delivery Program in key terrain district by providing GIRoA with a critical basic service.

2. Build the electrical transmission and distribution systems that will allow GIRoA to provide the population with access to power.

3. Facilitate employment, security, communication, healthcare, education, and industry.

Project Goals

Comments: Nominated as part of the Kandahar FY 10 Strategic Stabilization Plan. USACE will provide all project and program management, contract administration, and general contractor oversight for the purchase of equipment and materials.

24 FEB 2014 Posted a memorandum signed by the 3ID Chief of Staff that explains RC South's response to SIGAR Audit 13-2 and the decision to retain 17% o the GFE for 4 x future grid expansion projects.

10 FEB 2014 CIDNE software issues fixed, and project status changed back to project over $500K

11 DEC 2013 All closure documents uploaded; project status changed to andquot;complete, transferredandquot;

03 DEC 2013 USACE has provided ENG Form 93s to account for equipment recieved under contract W5J9LE-10-C-0030. USACE initially billed this project as a construction project and documented equipment recieved on ENG Form 93s instead of DD 250s. USACE has also provided DD 250s to account for equipment recieved under contract W5J9LE-11-C-0040. All equipment purchased under these contracts has been transferred to DABS Kandahar.

10 MAY2013 MFR uploaded with missing docs, Signed ODS from RM uploaded. Project Completed, Transferred.

09MAY2013 The contract numbers are W5J9LE-11-C-0040 and W5J9LE-11-C-0030 this contracts have been completed by USACE and have a $0 Balance ODS once Stamped by the J8 will be moved to Complete Transferred.

16SEP2011 Updating certain fields in this project in response to USFOR-A RFIs. Attempting to get actual updates from project owners.

27Oct2012 Delivery of starter kit parts and 50,300 electrical meters is 99% cmplete. USACE used contract W5J9LE-11-C-0065 to fulfill this. The parts are at COB Shurandam in a warehouse.

15NOV2012 99% Data from USACE shows that almost 20% o the value of the Starter Kits are already put to use. Exact totals will be forthcoming by USACE. Sf

30JAN2013 99% Waiting for USACE to update

22APR2013 99% TC Tetreau is working with USACE to transfer the material directly to DABS per the contract and set aside 9 containers worth of material for possible future grid expansion projects. The (4) projects could start during the Summer of 2013 and finish during the Summer of 2014.
