Road connecting Parwan province to Bamyan province

Project Goals

This road serves as a bypass to the Salang Tunnel. Its the top priority road for President Karzai and the Commanding General due to the potential to accelerate the development of Western Parwan Province and Bamyan Province. USAID has identified several major population centers along this major route and will coordinate with TF Warrior and the Afghan Government to implement economic programs in order to improve the local economy. The road will also facilitate inter-province commerce and decrease travel time and transportation cost for commercial goods from Kabul, Parwan Province and Bamyan Province. Finally the road will also serve as a safety net for the fragile Afghan economy by providing an alternate route should the Salang Tunnel becomes impassable due to natural or man-made disasters. USAID has conducted a visual inspection on the Salang Tunnel and will be recommending work to reconstruct or rehabilitate the tunnel. The Salang Tunnel is a two-way highway with one lane in each direction. The rising increases in the Average Annual Daily Traffic on this route supports the need to provide the Parwan to Bamyan Road as the most ideal bypass route to the Salang Tunnel. 10 November 2012: LTC Kelly up loaded the final ODS close out sheet

14 September: LTC Kelly posted letters from the contractor requesting payment for damaged equipment.

12 September: LTC Kelly recieved word from the contractor that they would abandon the contract unless they recieve an additional $Million+ for three trucks lost to the insurgents. The contract was paid up to 91% complete in May of 2012. The contract states that the contractor is responsible for their own security, and that the U.S. is to be held harmless for any losses. LTC Kelly notified the contracting officer of the situation.

6 September LTC Kelly: Contractor says the project has stopped because he is out of money and need more fund then is what is in the contract. LTC Kelly has asked him for a proposal and justification to the additional cost. LTC Kelly did not tell the contractor that more funding would be approved.

29 August: We are no longer able to visit the project site on the ground. We will conduct a final inspection VIA air and hold the contractor to his one year warranty.

4 August project progressing; LTC Kelly

4 July, The Afghan Nationa Army has conducted a major operation against highway bandits during the month of June. This has allowed the contractor to catch up with their work. Estimated project completion July 15 to 31. LTC Kelly

8 June 2012:

There has been a series of Taliban attacks and way close down in section 3. from yesterday 26-May-2012 and today 27-May-2012, the attacks are happened in Km of 5+600 to 6+800 Km ( Dehan Abakan and Dehan Gohi Dukhtar) of section 3 which due to that the work has been stopped in section 3 and possibly in section 4, 5.

There has not been any casualties to our crew and section to the time and I will update as soon as I receive more reports.

Resume work memo was issue for contractors to restart work from 1 APR 2012. Due to rainy weather, work actually resumed 05 APR. Contractors were reminded of IED denial systems for culverts.

Contractor has stated that all land disputes have been settled along the road and that bridge work will resume after EID vacation.

Road will be complete by APR 15, 2012 (Est)

Culverts / Painting / Road signs not complete until 15 MAY 2012 (Est)

9 Jul 11, uploaded the following media, DD250 #6, Invoice 8006 and EFT Form. 

We currently estimate the project at 75% complete. The road may not be complete this year due to security issues. Insurgent forces continue to build month after month in Siahgird District of Parwan. These insurgent forces (Taliban or HIG) become more aggressive and hostile as their forces get larger. All Sections of the Parwan to Bamyan Road ask U.S. Forces to please just drive along the road. Our presences should be enough to improve security. The CMST does not have a security force or support from the Battle Space owner, at this time, to inspect the road, as well as provide small security presence in Western Parwan.

20 Jun 11, uploaded the following media, DD250 #5, Invoice 7002, EFT Form, Bank Info, and Exception to Policy #1. The exception to policy was written to allow the contractor to build the road 10m wide with 1.5m shoulders in certain areas. Some resident refuse to give up there land and GIRoA doesn't want to cooperate in evicting the residents. The memorandum is to preserve relationships between Afghan and Coalition Forces, because any adverse affect of evicting residents will be the fault of Coaltion Forces.

10 March 2011, uploaded media of last QA/QC on 6 Mar 11. Also, the contractor has recieved a notice to proceed (NTP) memorandum from the CMST, in order to, do all work accept involving asphalt.

Aug 19 2009 Phase 3 is fully mobilized. 

Nov 4 2009 Cutting, filling, and grading work is on going on the 12km area. 

Dec 9 2009 Work is starting to slow due to winter conditions. 

Dec 23 2009 work on-going for widening of roadway, cutting of hillsides, and construction of embankments.

Major work reported as resuming this week due to improving weather conditions. 

Apr 28 2010 Contractor has been doing cutting, widening, construction of embankment, sub grade, sub base, construction of volverts, retaining walls, causeways, and production of aggregate for asphalot and base course.

Contract needs to be time extended. 

Jul 23 2010 Progress on this road has improved but it will not be complete per the original date. The Taliban have attacked the road crew and have stolen some of their equipment. The Contractor has tried to get additional security through the OCC-P 

Aug 27 2010 LN Engineer has last reported road as 40% complete. The Estimated completion date is still DEC 2010. 

Sep 16 2010 LN Engineer has last reported road as 45% complete. The Estimated completion date is now April 2011.

14 May 2012 Project is moving again. COntractor having problems with insurgent blocking supplied.
