Project Description

Asphalting of approximately 2700m of road linking the Pol-e-Charki Central prison main entry control point with the asphaltic road on the other side of a neighborhood to the West of Pol-e-Charki Central Prison. This road is currently packed dirt and in very poor repair. It significantly hampers traffic coming to and from the prison for a variety of purposes. First, family members coming to the Central Prison for visitation, attorneys coming for meetings with clients and law enforcement officers coming to drop off lawbreakers are hindered in ther approach to the prison, as this road can become impassable in the rainy season or over the winter months. Second, it slows the movement of construction equipment and personnel to the prison and hampers efforts to improve the living conditions for the inmates.

Project Goals

To improve not only access to and from the prison, but also the ability of residents in the area to move freely from their homes to the center of Kabul for employment, shopping and other activities while increasing the ability of the local police force to swiftly and easily move offenders to and from the prison. This will also allow better access for attorneys who have to travel to the prison to meet witht heir clients in an effort to provide the best possible defense and will enhance the rule of law by ensuring that the best attorneys have access to the prison easily. Results

The contract was successful in meeting the goals as this is the primary means of access to the largest prison facility in Afghanistan. The performance metrics for the project is successful as there is an increase in pedestrian and vehicular traffic through the area with an increase in commerence conducted along the road.

Construction complete...Bridge 100% complete. Road 100% complete. Awaiting COR final report, drawings, and DD250.

2Jun11:Invoice and DD250s provided...

25Aug11: ODS provided was in the amount of $758,755.48 and contract wss awarded for $696,616.28. It seems per J8 Lt Athenor the amount paid to the contractor was correct. But for some reason..it looks as if RM used the same accounting classification for 2 projects. It looks as if the other project was for CIDEN:20100226091506 (that I haven't looked at). In any case this project for $696,616.28 is completed. Per the CERP Program Manager CDR(S) He instructed me to add the note and close the file...I have attached the emails and vouchers from RM..He also will not complete the Closure ADR or clearance documents until J9 responds to his email reference signature authorities.
